DESCRIPTION

 

Work experience: 10 years or more

 

E1 Specialist in Health System Development and Team Leader, 630 working days over a period of 36 months

 

Qualifications and skills

Education: degree in medicine; postgraduate degree at Masters level or equivalent in public health (PhD an asset)

Computer literacy

Fluency in English (spoken and written) is essential

Working knowledge of Arabic is an asset

Excellent communication and writing skills

Excellent presentation skills

Good knowledge of quantitative analysis techniques an asset

Ability to interact in different cultural and multi-professional institutional environments and to create good working relationships with peers and with political and professional hierarchies

 

General professional experience

At least 10 years of professional practice in health system management and/or health system development programmes at national and subnational levels

Previous experience as team leader in international development programmes/projects is an asset

Relevant experience in the region or in a similar policy and epidemiological context

Experience in war torn countries is an asset

 

Specific professional experience

Specific applied knowledge and practical experience of health management and system development techniques and strategic design

Track record experience with health sector analysis and reform, and institutional capacity building in management and service delivery

Track record experience in policy planning and institution building at individual EU Member State level and/or EMRO or IGAD countries

Experience in designing and implementing M&E schemes

Solid and diversified professional experience in drafting evidence-based health policy, strategies and guidelines

Experience in the design and implementation of institutional capacity building plans an asset

Working relationships and chain of command

 

Reports to the service Contractor HQ and relates to the EUD and to State MoH, liaising with other Donors and sub-State management

 

E2 Health Insurance Specialist , 630 working days over a period of 36 months

 

Qualifications and skills

Education: degree in Public Administration or Economics; postgraduate degree at Masters’ level or equivalent in the health sector

Professional experience in health insurance, health services costing, health services financing, actuarial analysis

Computer literacy

Fluency in English (spoken and written) is essential

Working knowledge of Arabic is an asset

Excellent communication and report writing skills

Excellent presentation skills

Knowledge of and practical experience in, econometrics an asset

Ability to interact in different cultural and multi-professional environments and to create good working relationships with peers

Ability for multi-professional collaboration, interacting with administrators, medical corporation, the public and the private sectors, hospital administrations, civil society groups and community. Should be able to work in different cultural milieu

Track record of successful implementation of micro-insurance or community based insurance schemes is essential

 

General professional experience

At least 10 years of professional working experience in health insurance, with specific experience in micro-insurance design, development and implementation

Experience in risk assessment and actuarial analysis an asset

Relevant working experience in a similar economic and political context is essential

Experience in the EMRO or IGAD area is an asset

 

Specific professional experience

Track record experience in developing and administering health insurance schemes

Solid and diversified professional experience in the preparation, implementation and assessment of micro-insurance schemes

Experience in identifying and applying standards and quality systems for accreditation of health service providers

Track record experience with sector analysis and institutional capacity building in health insurance and innovative financing schemes and financial management at sub-national level

Working relationships and chain of command

 

Reports to the Team Leader, working with the NHIF at Federal and State level, interacting with sub-state stakeholders, service providers and community leaders.
