DESCRIPTION

 

1. REQUIREMENTS

 

1.1. Staff

Note that civil servants and other staff of the public administration of the beneficiary country cannot be proposed as experts, unless prior written approval has been obtained from the European Commission.

 

1.1.1. Key experts

Key experts have a crucial role in implementing the contract. The total number of Key experts posted in long term assignments for two years is two, including a Senior expert (serves as Team Leader to the project) specializing in industrial upgrading and institutional capacity building, and an Senior expert, Key Expert 2, specializing in foreign trade.

Any nationality of experts is eligible. Experts must have fully adequate experience in the areas of expertise as covered by the TOR of the project, the respective technical expertise of the field they are supposed to work in and be fully conversant with procedures and processes used in the EC. In addition, they should have generally good experience of external co-operation, notably of the EC and their financial instruments. All work is to be conducted in Jordan, unless travel with missions and study tours, etc. is required. These terms of reference contain the required key experts profiles. The tenderer shall submit CVs and Statements of Exclusivity and Availability for the following key experts:

 

Key expert 1: Team Leader/Industrial Development expert (minimum of 440 working days)

 

The Team Leader will have a dual responsibility, overseeing the overall implementation of the assignment, including the recruitment of short term technical assistance missions, training and study tours, and providing technical assistance on industrial policy, competitiveness and industrial development. The TL will work directly with the director and staff of the Industrial Development Directorate (IDD) in the performance of technical assistance and mentoring activities. Therefore, the Team Leader has a dual responsibility, maintaining the quality of the project inputs and outputs and advising the industrial development matters of the assignment.

 

Qualifications and skills

• University degree in economics, commerce, trade, industrial engineering, a business discipline, or a relevant field.

• Project Management experience in the area of institutional upgrading and development, particularly the public sector;

• Proven leadership skills with international, interdisciplinary teams and within complex institutional and organizational settings;

• Demonstrated ability in making excellent professional presentations to industry, experts and management;

• Team player and team building capacities;

• Analytical and computer skills;

• Highly developed oral and written communication skills in English. Knowledge of Arabic language is an asset;

• Ability to mainstream gender and other cross-cutting issues in the context of the project.

 

General professional experience

• At least 15 years of international working experience in developing countries /emerging economies and MEDA countries of which five as team leader;

• Demonstrated experience at leading capacity building exercises in diverse group(s) of skilled individuals addressing industrial and trade upgrading issues, in the public sector;

• Proven experience in participatory approaches of organizational development, and intercultural management;

• Knowledge of EC procurement and monitoring principles.

 

Specific professional experience

• Minimum of 7 years of specific experience in industrial policy development in developing countries;

• Demonstrated expertise in industrial policy and competitiveness;

• Experience in drafting of legislation/regulations related to industry;

• Understanding of the Pan-Euro-Med rules of origin.

 

 

Key expert 2: Trade Policy Expert (minimum of 440 working days)

 

This key expert 2 will work directly with the Team Leader for the duration of the project.

The expert will promote capacity of the staff at the Trade-related Directorates through mentoring in addition to participating in technical assistance activities that include the Trade Policy Review, preparation of an impact assessment study of the Jordan EU Association Agreement, and possibly the study tours provided to staff.

 

Qualifications and skills

• University degree in economics, commerce, trade, industrial engineering, a business discipline, or a relevant field.

• Highly developed oral and written communication skills in English. Knowledge of Arabic language is an asset;

• Full understanding of gender issues in the context of the programme qualification and skills:

• Proven leadership skills with international, interdisciplinary teams and within complex institutional and organizational settings;

• Team player and team building capacities;

• Analytical and computer skills;

 

General professional experience

• At least 15 years of international working experience in trade policy and trade related issues in developing countries /emerging economies and MEDA countries of which five as component leader;

• Proven experience in participatory approaches of organizational development, and intercultural management;

• Knowledge of EU procurement and monitoring principles;

 

Specific professional experience

• At least 7 years of international working experience in trade policy, trade impact assessment and trade in developing countries/emerging economies and MEDA countries;

• Excellent knowledge and technical expertise in the preparation of Trade Policy Reviews and trade negotiations;

• Proven and demonstrated experience and ability to design trade impact assessment studies;

• Training experience in the area of trade.

 

All experts must be independent and free from conflicts of interest in the responsibilities they take on.

Both Key Experts will be responsible for identifying the complementary expertise required, and mobilising the relevant Non Key Experts in such a way as to maximise the impact of the available resources of the project.

 

1.1.2. Non key experts

 

The deployment of Non Key Experts (NKEs) will be determined primarily during the Inception Phase. CVs for experts other than the key experts are not examined prior to the signature of the contract. They should not be included in the tender, but the candidates a encouraged to include an indicative list of experts with their associated speciality, to illustrate their expertise mobilisation capabilities.

 

The Contractor shall select and hire other experts as required according to the profiles identified in these Terms of Reference. They must indicate clearly which profile they have so it is clear which fee rate in the budget breakdown will apply. All experts must be independent and free from conflicts of interest in the responsibilities accorded to them. The selection procedures used by the Contractor to select other experts shall be transparent, and shall be based on pre-defined criteria, including professional qualifications, language skills and work experience. The findings of the selection panel shall be recorded. The selection of experts shall be subject to approval by the Contracting Authority upon agreement of MIT on the specific tasks to be implemented.
