2              DESCRIPTION OF THE ASSIGNMENT

 

2.1           Global objective

The overall objective of the project is to ensure that public expenditures of the Federal Government are better aligned with government strategies.

 

2.2           Specific objective

The specific objective is to build and strengthen the capacity of the MTBF Secretariat in the Ministry of finance.

 

2.3           Requested services

The current assignment will require the services of three junior experts. One junior expert will be the team leader and will provide significant inputs. The other two junior experts are short-term with experience in budget management and MTBF reforms.

 

The role of the experts is to build and strengthen the capacity in the technical instruments of the MTBF as described above. This assumes that the requisite levels and quality of staffing, especially in respect of budgeting, macroeconomics and IT skills, will be made available by the Government on a timely basis. Day-to-day work will be in conjunction with the MTBF Secretariat in Finance Division. The focus will be on supporting these staff to produce outputs rather than the expert team authoring work independently.

 

The current assignment will not directly support analytical work that may be required to improve the quality of budgeting by federal ministries, departments and agencies (e.g. public expenditure reviews or sector strategy development). Nor will the project support provincial MTBFs, although it is expected the MTBF will engage provincial departments of finance in appropriate fora (e.g. workshops and/or the macroeconomic working group etc. of the federal MTBF). These areas may to be the subject of further discussion with the Finance Division.

 

The EU Delegation / Government of Pakistan may require adjustments in any of the tasks/outputs identified in these Terms of Reference.

 

2.4           Required outputs

The project will support the delivery by the MTBF Secretariat in the Budget Wing of the Ministry of Finance with the following outputs:

•              Development of a Budget Strategy Paper, aligning budget with government priorities and includes ceilings for the recurrent and development budgets. This activity will include the following:

o             Maintenance and update of the Financial Programming Framework in close collaboration with relevant members of the Macroeconomic Working Group;

o             Creation of a medium-term fiscal framework that includes fiscal, debt and macroeconomic policies and risks;

o             Support the Budget Wing on the delivery of the Cabinet Summary of Budget Strategy Paper;

o             Support to the Ministry of Finance in tabling the Budget Strategy Paper in the Cabinet, and in Parliamentary Standing Committees;

•              Depending on political agreement, support the enactment of the draft Public Finance Administration Act:

•              Development of the Annual Performance Report 2012/2013, which will provide an analysis between budget and actual expenditures by inputs, outputs and performance against targets. Where possible the Annual Performance Report will include explanations for the occurred variations;

•              In cooperation with the Project to Improve Financial Reporting and Auditing (PIFRA), pilot testing and roll out of the “Business Planning and Consolidation” module of SAP in at least one ministry (if activity is included in the PIFRA work plan);

•              The experts will support the Budget Wing on the delivery of the Budget Call Circular and Federal Medium Term Budget Estimates for Service Delivery

•              Advise, debate and stimulate measures to (i) enhance monitoring capability and (ii) to embed new innovations in the budget and policy management process;

•              Organise a workshop in Islamabad (September/October 2013) which will result in an overview of the progress of the (i) MTBF process and (ii) performance based budgeting on both Federal and Provincial level.

 

The expert will provide reports against these outputs in accordance with the instructions provided in the Reporting section.

Education

– The expert should hold a University degree (Masters preferred) in Economics, Finance, Accounting, Public Policy and Management or related field.

 

General professional experience

– At least 3 years of professional experience in public financial management; planning, budgeting and accounting reforms in general and medium term expenditure frameworks in particular; institutional and capacity building; experience in working with high level ministerial staff.

 

Specific professional experience

– At least 2 years of managerial experience in design and implementation of Medium Term Budgetary Framework reform processes and preparation of Medium Term Fiscal Frameworks

– Knowledge of national institutions

 

The expert should have full working knowledge of English and excellent report writing and good communication skills, adaptability and social awareness. Use of Urdu is preferable.

Profile: Expert 2 Information Technology Management Expert (junior expert)

– The Information Technology Management expert should hold a university degree in Information Technology, Information Sciences, Computer Sciences, or related field.

 

General Professional experience

– At least 3 years of working experience in supporting Government departments in information technology for budgetary and financial management applications and reforms.

 

Specific professional experience

– The expert should have an understanding of the Oracle based Financial Management Application (FMA) as installed at Federal Ministries

– Understanding of SAP software

 

The expert should have full working knowledge of English and excellent report writing and good communications skills, adaptability and social awareness. Use of Urdu is preferable.

– The Budgeting and Monitoring Expert should hold a university degree (Masters preferred)  in Economics, Finance, Accounting, Public Policy and Management or related field.

 

General professional experience

– At least 3 years of professional experience in public planning, budgeting and monitoring reforms in general and medium term budget and/or expenditure frameworks in particular.

 

Specific professional experience

– At least 3 years of working experience in supporting Ministries in supporting ministries in strategic planning, output based budgeting and monitoring of performance

– Experience in training, mentoring and supporting line ministries in embedding output based budgeting and monitor systems

– Knowledge of national institutions

The expert should have full working knowledge of English and excellent report writing and good communications skills, adaptability and social awareness. Use of Urdu is preferable.

 

EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per Diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the experts stay overnight.

• International travel: the EC only reimburse economy class flight tickets
