Background:

The project supports the EUROCLIMA programme, which seeks to integrate climate change aspects in policies and public development plans at national and (sub) regional level in Latin America. The Programme has three components: (1) Policy dialogue on climate change; (2) Sustainable measures for adaptation and mitigation; (3) Sustainable agriculture and food security. The services to be provided within the project are mainly focusing on component (1)- Support of policy dialogue, and on component (2)- adaptation and mitigation measures.

Description:

Responsibility for the overall coordination and implementation of consulting services as required by the project, including leading a team of international and regional experts;

Assuring the coherence of activities and consolidation of the results;

Establish a mechanism for information exchange

Facilitate the political dialogue about climate change between Latin American and European countries;

Organization of seminars, workshops, trainings, conferences and debates, strengthening of relevant networks and other communication activities in order to support a structured policy dialogue on climate change;

Support the identification, development of proposals and financing plans for feasible adaptation and mitigation measures in selected sectors, incl. market analysis and pilot projects in LA countries;

Ensure the visibility and communication of the EUROCLIMA programme;

Responsibility for reporting and communication with all the relevant stakeholders.

Candidate’s profile:

University degree in Engineering, Political Sciences, Economics, Environmental Economics, Geography, Social Sciences, Law, or other fields relevant to the subject;

At least 10 years of professional experience in projects of international cooperation in relevant fields;

At least 4 years of experience as Team leader in technical assistance projects or project formulation missions;

Proven experience in management, coordination and monitoring of projects, especially of those financed by EU;

Strong leadership, motivation and communication skills; proven working experience in interdisciplinary and international teams;

At least 5 years of working experience in development cooperation in Latin America;

Working experience in multidisciplinary and multi-country/regional projects related to climate change, elaboration of public policies and/or support to international dialogues, negotiation of international agreements or intergovernmental communications;

Proven experience in the development of strategic alliances and creation of synergies with similar / complementary projects;

Proven experience in visibility and communication projects;

Fluent in Spanish and English, written and oral language skills in other European languages (particularly in Portuguese) would be an advantage.

At least 1 year of experience in project management (administrative and financial), preferably in the context of development cooperation;

Excellent team working ability, as well as high level organisation and communication skills (written and oral); proven working experience in interdisciplinary and multicultural teams;

Excellent capacities in compilation and editing of articles, press items, reports, bulletins, policy briefs etc.;

At least 3 years of working experience in communication and visibility, proven experience in relations with media, preparation of interviews, preferably in Latin America and in topics related to climate change;

At least 2 years experience in design and maintenance of websites;

At least 2 years experience in elaboration, design and production of communication and visibility products;

Proven experience in event organisation (seminars, workshops, trainings, etc.) for more than 50 participants, experience in organisation of distance learning courses would be an asset;

Fluent in Spanish and English, written and oral language skills in other European languages (particularly in Portuguese) would be an advantage.
