Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

Key Expert 1: Economic Policies Specialist, Team Leader
University Degree in Economics, Political Sciences, Business Studies, Social Sciences or equivalent by experience
Fluency in oral and written English, and required good working command of Russian
Cultural and professional knowledge of a Central Asian country and/or a country with a highly centralized decision system is an asset
Good communication and coordination skills
Minimum 10 years extensive international project management experience from both short-and longer-term assignments as consultant, technical adviser and/or team leader in externally assisted policy advice projects in developing countries including management of a multi disciplined team of both local and expatriate experts (15 years in case of no University Degree)
Demonstrated experience at senior level of development of effective strategic plans and assistance programmes and of provision of sound policy advice in transition economies;
Experience with organizing and delivery of trainings, seminars and workshops;
Experience with the logical framework approach and EC procedures.
Minimum 15 years’ experience of EU and international practices in Strategic Planning and Private Sector Development;
Working experience in and/or with National Development and Policy Planning including experience with institutional strengthening (for example restructuring) of public administration departments at central, regional and local level;
Working experience in a similar project in the NIS region will be an asset.
Expert 2: Private Sector Development Specialist
University Degree in Business Administration, Economics, Political Sciences, Business Studies, Social Sciences or equivalent by experience;
Fluency in oral and written English
Working command of Russian will be an asset;
Experience working in CIS;
Minimum 8 years extensive international project management experience from both short-and longer-term assignments as consultant or technical adviser in externally assisted private sector policy advice projects (10 years in case of no University Degree)
Proficiency in developing, implementing and monitoring Private Sector/SME development strategies in collaboration with both private and public development partners;
Experience in developing public-private dialogue
Experience with designing and conducting enterprise surveys and private sector research;
Experience in SME linkages and value chain analyses;
Experience in developing SME support infrastructure (business development services, microfinance, business incubators, information points, etc.);
Experience in supporting professional associations, decentralised advisory agencies, consultancies, Chambers of commerce;
Experience with SME and business intermediaries training
Experience with organizing Study Tours and regional multi-country conferences.
