DESCRIPTION

 

Description:

The Financing Agreement for the BAM 2012 programme was signed on the 18th February 2013. The overall objective of the proposed programme is to foster social and economic development contributing to the reduction of poverty, focusing on the workers and their families in the region of the Stann Creek and northern Toledo districts of Belize.

 

Its specific objective is to ensure that the efficiency of banana production is increased, the economic and social development of the banana farmers, their workers and communities are improved. Three expected results are foreseen, namely:

 

(i) Increased efficiency of banana production

(ii) Improved economic diversification opportunities for rural communities in the target region; and

(iii) Improved quality of and better access to heath, water and sanitation services.

 

The National Authorizing Office (NAO), which is part of the Ministry of Finance and Economic Development, in Belize will be the Contracting Authority for the Belize Accompanying Measures 2012 programme. It seeks to recruit a Technical Assistance Team (TAT) to provide resident technical and administrative assistance that will enhance the capacity of the Ministry of Natural Resources and Agriculture which is the Implementing Agency for the programme.

 

Key expert 1: Team Leader/ Project Manager – Senior Expert (min. 600 person days)

 

The Team Leader -Project Manager will be responsible for the following activities:

  • Assist with the preparation and review of all tender and contracting documents relating to work, supply, and service contracts ensuring adherence to EU and GoB requirements;
  • Manage the overall implementation and monitoring of the Banana Accompanying Measures, using relevant project monitoring tools to be submitted as part of the project reports;
  • Oversee the economic and social development components of the project and ensure close coordination/collaboration with other EU funded rural development programmes;
  • Liaise with the Banana Growers’ Association, the NAO office, the Ministry of Natural Resources and Agriculture and other Line Ministries, the EU Delegation and all the parties involved;
  • Prepare technical and financial reports, providing an analysis of project activities and achievements, including keeping all reports updated by preparing monthly statements, monthly reconciliation, and monthly budget expenses;
  • Maintenance of up-to-date records of expenditure of the project and available balances – for timely and accurate reporting to the NAO and EU;
  • Implement the Communication and Visibility plan of the project;
  • Exercise fiduciary responsibility with respect to legitimacy of all expenditures in accordance with EU and GoB procedures.  Ensure that all invoices and receipts are correct; prepare and check payments for projects;
  • Prepare draft contracts and follow up on execution (e.g. issuing of commencement orders, selection of payment methods and the preparation of provisional and final acceptance certificates);
  • Oversee timely implementation of programme estimates and application of rules and procedures related to this implementation modality;
  • Ensure timely preparation of payment requests by the NAO office for transmission to the EU by agreed deadlines under the BAM;
  • Maintain a management information system for the management of project funds and make forecasting of payments;
  • Serve as the Recording Secretary for the Project Steering Committee meetings;
  • Other relevant BAM-related duties assigned by the National Authorising Office.

Qualifications:

  • The Team Leader and will be responsible for the overall management, coordination and monitoring of the BAM programme, the TAT and its activities, and in assisting the NAO office in the implementation of programme estimates.
  • S/he will support the NAO office in the preparation of guidelines to launch one or more call for proposals for implementation of grants under the competitiveness component of the BAM.

Qualifications and Skills:

  • Post graduate university degree in development studies, agriculture, agricultural economics or any other related social scientific background.
  • Excellent analytical and communication skills (fluent English – spoken and written) and the ability to put forward and defend orally and in writing difficult complex technical issues and positions.
  • Must be computer literate and highly proficient in Microsoft Office programmes.
  • Ability to work with flexibility, efficiency, enthusiasm, and diplomacy both individually and as a team leader.
  • Working knowledge of Spanish and French is an asset.

General professional experience

  • Experience in monitoring and evaluation of development projects in the ACP region.
  • Specifically experience in monitoring and impact assessments of activities in the areas of agricultural production, development and analysis of agriculture value chains, as well as agriculture products trade policies would be beneficial.
  • Team Leader experience with proven experience of project supervision, planning, monitoring and reporting on project components, procurement, and financial management in line with EU requirements.
  • Experienced in capacity building and institutional strengthening within the sectors of agronomy and rural development.

Specific professional experience

  • Experience of undertaking and/or managing monitoring and impact assessment activities within the Banana Industry
  • Experience in the management of  rural sector development programmes in at least one (or more) of the following counties: Belize, Cameroon, Cote d’Ivoire, Dominica, Dominical Republic, Ghana, Jamaica, St. Lucia, St. Vincent, and Suriname.
  • Proven knowledge of the ACP banana sector and value chain.

 

Key expert 2: Agronomist– Senior Expert (minimum 600 person days)

 

The Agronomist will be responsible for the following activities:

  • Liaise closely with the Team Leader/Project Coordinator and provide required technical support for sound implementation and management of the competitiveness component of the BAM;
  • Liaise closely with the BGA, banana growers and farmers and monitor project activities in the respective farms in relation to the implementation of grant contract(s);
  • Support, monitor and record all grant contract-related transactions between Growers and Contractors to ensure that they are correctly implemented and reported;
  • Monitor and document cultivation practices of all fields impacted under the BAM;
  • Ensure that investments made in rehabilitation in the industry are technically and financially sound and utilize the most efficient methodology and technology available;
  • Prepare reports on the advances made on the rehabilitation aspects of the project as well as expenditures under the competiveness/agronomic component of the BAM;
  • Prepare technical specifications for supply, works and service contracts related to agronomic activities as required;
  • Design an improved banana production technology package for industry-wide application, drawing on industry resources, to build on the previously SFA-funded strategies developed for sigatoka and nematode control and plant nutrition;
  • Ensure that capacity building for the Banana Growers Association staff in improved agronomic practices is effectively carried out and monitored;
  • Do an on-going analysis of improved agronomic practices (plant nutrition, nematode management, drainage, irrigation, integrated pest management, etc.) as it relates to yield performance;
  • Support the NAO office in identification of monitoring and evaluation tools and implementation of methodology system to define baseline and report progress against results and indicators envisaged in the competitiveness/agronomic component of BAM;
  • Other relevant BAM-related duties assigned by the Project Manager of the TAT.

Qualifications:

  • The Agronomist will be responsible for all the agronomic and competitiveness aspects and components of the BAM programme.
  • S/he will provide project management support to the Team Leader, as required.
  • S/he will assist the Team Leader in the preparation of guidelines to launch one or more call for proposals for implementation of grants under the competitiveness component of the BAM.
  • S/he will support the Team Leader in the sound monitoring and reporting under the contracts awarded and will provide technical and administrative support, as required, in the management of the grants and programme estimate.

Qualifications and skills

  • A Master’s degree in one of the following areas:, Agronomy, agricultural science, plant sciences and technology, plant protection, pest management or a relevant directly related discipline;
  • Excellent command of spoken and written English and working knowledge of the Spanish language;
  • A very good knowledge of Microsoft Office, particularly Word and Excel and MS projects or equivalent;
  • Excellent interpersonal and communication skills (both written and oral);

General professional experience

  • Preferably 10 years, but a minimum of 5 years, of working experience as an agronomist or agricultural scientist in the banana sector;
  • At least 5 years proven application of various EU contractual procedures and implementation modalities in line with the PRAG (works, supply, service, grant contracts, Programme Estimates) experience in EU Budget and/or EDF operational rules and procedures;
  • Practical experience monitoring and/or evaluating development cooperation projects and programmes in one (1) previous project.

Specific professional experience

  • Minimum of 5 years of experience within the last 10 years in banana agronomy, good agricultural practices and in monitoring the execution of field rehabilitation works in the ACP region;
  • Must have worked as an agronomist or agricultural scientist on at least one (1) similar project in the banana sector in the past 7 years;
  • Hands-on knowledge of the ACP banana sector in at least 1 similar project is required.
  • Knowledge of ACP, particularly of both the Caribbean and Latin America, banana sector would be an advantage.

Key expert 3: Legal Expert – Senior Expert (minimum 120 person days)

 

Qualifications:

  • The Legal Expert will be responsible for all the legislative and policy review under the competitiveness and institutional strengthening components of the BAM programme, as well as providing project management support to the Team Leader, as required.

Qualifications and skills

  • The expert should be qualified to at least Masters Level or equivalent in law, applicable to the Commonwealth jurisdiction with particular emphasis on law pertaining to company, cooperative and public and private sector institutions operating in the agricultural and rural sector;
  • An additional post-graduate qualification and/or specialization in drafting of legal documents will be an asset;
  • Excellent command of the English language;
  • Excellent communication skills both oral and written;
  • Excellent interpersonal and analytical skills.

General professional experience

  • Preferably 10 years but a minimum of 7 years of practical legal experience with focus in one or more of the following areas: land use policies and agrarian reforms, rural and socio-economic development, governance, company law, development of legal frameworks, natural resource management, or other relevant, directly related area;
  • Preferably 10 years but a minimum of 7 years of experience in sector policy analysis and formulation and the development of legal frameworks for integrated rural development and/or agricultural sector and trade policies and reforms.

Specific professional experience

  • Experience in a similar policy/advisory/legislative assignment within the agricultural/rural sector during the past 10 years in at least 2 similar projects;
  • Previous experience of working in a similar capacity in the Caribbean region or other developing countries where change in institutions in support of the agricultural/rural sectors in response to liberalisation in the trading environment has been undertaken;
  • Minimum of 7 years of experience in advising both the public sector and private sector on the legislative environment and articles governing institutions;
  • Experience in the ACP region and understanding of banana trade and market issues will be an advantage.
