Suggestions: Please make sure, that the experience requested is also shown “Description” section 14 of your CV. As the selections are very strict and paper based, we request you to prepare your CV in the right format and detail all the relevant experience under the Professional experience table as much as possible. There is no problem if your CV is long, the most important is to prepare so that it describes clearly your experiences relevant to the mission. (Your CV has to sell you!)

Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.


2.4.          Expected Outputs are:

For the African languages including Afrikaans, German and English Second Language. (see Annex I for the details)

•              Inception Report

•              Literacy Teaching Manuals in languages as per Annex I.

•              Piloting of draft Literacy Teaching Manuals.

•              Revision of draft Literacy Teaching Manuals based on the piloting exercise.

•              Training of trainers in the use and implementation of the literacy manuals.

•              Final report on the assignment.


3.             THE CONSULTANTS

3.1. Number of requested experts and number of man-days per expert.

The assignment requires two experts:

              One (1) Senior Language (L1) Expert

              One (1) Senior Lower Primary Education Expert:

Local Language experts in each language will be availed to the project.


3.2 Profile of the Consultants


Senior Language (L1) Expert: 135 working days

•              Holds a Master degree (holding a Doctorate will be an added value) in Education, preferably with specialisation in Language teaching in primary education;

•              Extensive experience in First Language teaching especially in primary education

•              Has a minimum of 10 years experience in literacy teaching, teacher training and literacy materials development.

•              Extensive work experience of education systems in African context, preferably in Southern Africa.

•              Expertise in desktop publishing/layout and design will be an added advantage.


Senior Lower Primary Education Expert: 135 working days

•              Holds a Master Degree (holding Doctorate will be an added value) in Education with specialisation in lower primary education;

•              Has a minimum of 10 years experience in literacy teaching, teacher training and literacy materials development.

•              Has a substantial experience in teaching in early grades

•              Extensive experience of education system in African context, preferably in Southern Africa.

•              Extensive knowledge of primary education preferably in Southern Africa

•              Should have extensive knowledge of lower primary education curriculum, preferably in Namibia.


3.3. Working Language

It is expected of the consultant to be able to communicate effectively (spoken and written) in English. The final products are to be in English.




4.1. Starting Period

Commencement of duty is 13 January2014.


4.2. Duration :

Duration of the consultancy is 270 working days between January and November 2014. The breakdown of the two missions for each expert will be discussed with NIED in order to align with their planning requirements and with the progress of requested tasks. Fees will be paid for each working day while per diems will be paid for each day with an overnight stay in the country.


4.3. Planning:

Upon arrival in-country, both experts will have a briefing meeting with the specific officials at the Ministry of Education (Head Office), NIED and the EU Delegation.

Experts will be given access to all sources of information needed to prepare the methodology and work plan.

Consultative meetings will be set up and a convenient date will be agreed with the Ministry of Education for the submission of the inception reports, the comments stage by stakeholders and the presentation of the reports.

The detailed methodologies and corresponding work plan for both assignments will be agreed upon during the presentation to Department of Formal Education. The work plan will include the date when the final draft reports will be presented to all concerned stakeholders.

Technical meetings to monitor the due implementation of both assignments will be planned regularly during the total duration of the assignments. Those meetings will have clear agendas and will be minuted. Minutes will serve as synthetic progress reports.
