DESCRIPTION

1.             DESCRIPTION OF THE ASSIGNMENTGlobal objective              To support the Government of the Republic of Uzbekistan in the preparation of the supply component of the Project “Inclusive Education for children with special needs in Uzbekistan”.

Specific objective(s)

              To draft high quality technical documents for supplies of “basic and specialised equipment for the functionality in Uzbekistan of Resource Centres and for pilot selected mainstream kindergartens and primary schools”, in consultation and coordination with the EU Delegation to Uzbekistan and Uzbekistan beneficiaries, and in accordance to the contracting procedures applying to all EU external aid contracts financed from the EU general budget, and the Project’s Financing Agreement and its annexes.

Requested services

              To conduct a needs assessment;

              To develop a list of equipment, the technical specifications and the draft technical offer;

              To prepare the complete technical specifications in the tender documents;

              To assess training needs on use and maintenance of “basic and specialised equipment for the functionality of the Resource Centres and for pilot selected mainstream kindergartens and primary school”;

The consultancy will:

              Evaluate the current situation of the “Resource Centres and kindergartens and primary school in relation of inclusive education for children with special needs in Uzbekistan”;

              Visit the Resource Centres and pilot selected mainstream kindergartens and primary school in Tashkent and some regions (with the NCSAC) to study the operational outfitting;

              Familiarise himself / herself with equipment standards for children with special needs age 2-10;

              Based on the needs assessment’s outcomes, propose a list of equipment;

              Develop technical specifications, draft technical offer, the Special Conditions and other documents requested by the Contracting Authority of the equipment to be procured by the EU within the Project;

              Propose an acceptable equipment maintenance system to be developed by the Project;

              Propose training activities according to training needs identified during needs assessment;

              Discuss with the beneficiary facilities’ evaluation results and recommended list of equipment and technical specifications, adjust them based on the recommendations, and submit to the beneficiary for approval.

Required outputs

In particular, the Contractor shall provide the following deliverables:

              Needs assessment results;

              List of equipment to be supplied;

              Technical description, specifications of the equipment; the draft technical offer; the complete technical information in the Instructions to tenderers;

              All the technical annexes for supply contracts as defined in the Practical Guide

2.             EXPERTS PROFILE  or EXPERTISE REQUIRED

Number of requested experts per category and number of man-days per expert or per category

              The mission team will consist of two experts: one Senior Procurement Expert (Team leader) (20 working days plus maximum two days for the travel to and from Uzbekistan) and one junior inclusive education expert (16 working days plus maximum two days for the travel to and from Uzbekistan).

Profile per expert or expertise required:

a) Senior Expert / Team leader (TL)

The Team leader is responsible for the contract execution and the coordination with the Delegation and the beneficiary.

Senior expert

Education

University degree or equivalent academic degree in economy, education, social science or other relevant discipline

Experience

General professional experience:

At least 10 years of professional experience in development cooperation.

Specific professional experience:

              At least 2 years of experience in the procurement and developing technical specification of equipment;

              Solid analytical, result based planning and report writing skills;

              Experience in working with EU financed technical assistance projects and with EU procedures.

Language skills

              Excellent drafting and communication skills in English;

              Knowledge of Russian will be an asset;

b) Inclusive education expert (JE)

Category and duration of equivalent experience

Junior expert.

Education

University degree or equivalent academic degree in education, psychology or equivalent or other relevant discipline.

Experience

General professional experience:

At least 5 years of professional experience in social sectors.

Specific professional experience:

              At least 3 years of experience in inclusive education or relevant fields;

              Proven experience in working with primary schools preferably in rural areas or in difficult conditions;

              Working experience in Uzbekistan would be an asset.

Language skills

              Proficiency in Russian;

              Working knowledge of English.

Please note that civil servants and other staff of the public administration of the beneficiary country cannot be recruited as experts.

3.             LOCATION AND DURATION

Starting period

              The intended commencement date is 2nd October, 2013.

Foreseen finishing period or duration

              The period of implementation of the contract will be 3 months.

The execution period of the FWC will be

              October / November 2013.

Planning including the period for notification for placement of the staff.

The framework contractor shall:

              Forward to the Delegation, after seven (7) days of the signature of the contract by both parties, the timetable proposed for placement of the staff;

              inform the Delegation of the date of arrival and departure of each member of the staff.

An indicative timetable for the placement of the staff is:

              2 working days for desk review and preparation of the field mission (desk work) (TL);

              1 day for arrival to Uzbekistan (TL+JE);

              10 working days in the field (meeting with beneficiaries, visit to Resource Centres regional schools and kindergartens (TL+JE);

              3 working days to develop draft technical description, specifications for recommended equipment, maintenance system and training needs (TL+JE);

              3 working days for discussion with the beneficiary and finalizing the draft documents (TL+JE);

              1 day for departure from Uzbekistan (TL+JE);

              2 working days for final report (desk work) (TL).

Location(s) of assignment

              The activities will be implemented in Tashkent and in selected regions in Uzbekistan as follows: visits to Resource Centres, schools and kindergartens chosen by the beneficiary in the city of Tashkent (1 Resource Centre, 2 schools, 4 kindergartens), Samarkand province (1 Resource Centre, 2 schools, 3 kindergartens), Surkhandar’ya province (1 Resource Centre, 1 school, 2 kindergartens), and Namangan province (1 Resource Centre, 2 schools, 1 kindergarten);

              The primary location of the operational base for the Consultant will be the NCSAC;

              Field missions in other regions within the country will be required following the instructions of the NCSAC;

              The field missions will be discussed and agreed with the Delegation.
