Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

DESCRIPTION

 

Global objective:

The global objective of this assignment is to undertake a scoping study and identification for EU support to the education sector in Azerbaijan. Ultimately, the objective is to identify how best possible EU support to the education sector in Azerbaijan can help improve the sector’s responsiveness to the economy’s need for the relevant professional skills with special focus quality and inclusion, hence contributing to improved employment levels and the diversification of the economy.

 

Team Leader/Education Policy Expert

 

Qualification and skills:

University degree at master level in a relevant subject such as Education, Economy, Political and Social Sciences, Law, Development Studies or 15 years of demonstrated equivalent professional experience

Fluent in written and spoken English (competence at least 2 on a scale of 1 to 5 (1 – excellent; 5 – basic));

Knowledge of Azerbaijani, Turkish or Russian would be an asset.

 

General professional experience:

At least 10 years working experience in the education sector;

 

Specific professional experience:

Minimum 3 years professional experience acquired at senior level in a public administration, preferably in the education and/or social sector.

Minimum 5 years’ professional international experience, both short- and long-term assignments in education sector reforms.

Experience in identification, formulation or evaluation of education reform programmes.

Experience in advisory services or implementing reforms in higher education in line with the Bologna process would be an asset;

Experience in transition countries, preferably from Central and Easter European Countries;

Knowledge of EC procedures including in drafting tenders documents and Twinning fiches would be an asset.

 

VET Sector Specialist

 

Qualifications and skills:

University degree at master level in a related field such as Education, Economy, Political and Social Sciences, Law, Development Studies or 15 years of demonstrated equivalent professional experience;

Fluent in written and spoken English (competence at least 2 on a scale of 1 to 5 (1 – excellent; 5 – basic);

Knowledge of Azerbaijani, Turkish or Russian would be asset.

 

General professional experience:

Minimum 10 years of professional working experience in the field of education, preferably in vocational education and training.

 

Specific professional experience:

Minimum 5 years of international professional experience related to VET sector reforms;

Minimum 3 years professional experience acquired in a public administration.

Experience in identification/formulation/evaluation missions for VET sector reforms;

Experience with developing of policy/strategy papers for VET sector;

Experience in transition countries.

 

Each mission to Azerbaijan will have its initial meeting (briefing) and its final debriefing with the EU Delegation. The contractor is responsible to schedule its own meetings without expecting logistical support from the EU Delegation.

During the missions, the Experts should organize round table discussions and/or workshops with experts identified by the Beneficiary.

The final drafts of the Identification Fiche, Action Fiche, Technical and Administrative Provisions should receive the approval of the EU Delegation; ToR/Twinning Fiche should receive the endorsement of the beneficiary and the PAO and the approval of the EUD. These final drafts will be then finalized by the EUD and submitted to EuropeAid Development and Co-operation Office (DEVCO) for Inter-service consultation.
