Location Ethiopia, The mission will take place in Addis Ababa, with some missions to Regions. The Consultant will be located in the Ministry of Culture and Tourism and expected to work closely with MoCT on a day to day basis

DESCRIPTION

Requested Services

 

Expert number I and expert number II jointly will have to

 

Prepare an inventory of best practices / innovative approaches to boost tourism and lessons learnt in relation to institutional capacity building.

Assist the MoCT in defining the regulatory and organisational framework, resources, steps and procedures to implement the National Tourism Transformation Council, a  Board and the Agency.

 

Assist the MoCT in organising and facilitating consultation with  relevant stakeholders

 

Assist the MoCT in preparing terms of references for a longer term technical assistance supporting the actual implementation of the Tourism Transformation Council, the Tourism Board and the Agency.

 

 

              Required outputs

 

i)             Inventory of best practices or innovative approaches to boost tourism and lessons learnt in relation to institutional capacity building.

ii)            Blueprint for Ethiopia’s Tourism Transformation Council and Tourism Board (organisational structure, level and sources of funding, required human and material resources, key outputs or indicators for successful institutional approaches, etc.)

iii)           Key activities, physical and technical requirements elaborated necessary to establish the Tourism Transformation Council, a Board and an agency in charge of a day to day operation.

iv)       Action Plan (in conjunction with the Blue Print) aiming at identifying the main steps to effectively establish the National Tourism Transformation Council, a Board and an Agency. The Action Plan will provide detailed steps to be taken in the short, medium and long term to establish and make fully operational the Tourism Transformation Council a  Board and an Agency. The action plan will thus include, but not be limited to: legal framework, directives and status, management plan, human and financial resources required, training needs, communication strategy and so on…

v)             Terms of Reference (including detailed budget estimate) for a longer term technical assistance supporting the actual implementation of the action plan and building capacity of the Tourism Transformation Council, the Tourism Board and the Agency.

vi)            Human resources profiles and training needs/proposal developed

vii)           Workshops and stakeholders consultations conducted

 

 

3.             EXPERTS’ PROFILE  or EXPERTISE REQUIRED

 

Two senior experts for 45 working days each are requested to complete this assignment

 

              Profile for Expert I (Institutional Development)

 

Qualifications and Skills- minimum requirements:

•              Minimum Masters degree from Internationally recognised university with a qualification in , social sciences, economics, development economics, business studies or related disciplines or equivalent professional experience of at least 15 years.

•              Excellent written and oral knowledge of English,

•              Computer skills in Ms-Word, Ms-Excel, and Ms-PowerPoint.

•              Ability in working independently and experience in being directly accountable to senior level decision makers.

•              Ability to coordinate Stakeholders to be able to bring close collaboration among the public and private sector players within the framework of PPP.

 

General professional experience

At least 15 years of demonstrated experience in the tourism sector.

 

Specific professional experience

1.             At least 10 years proven record on Institutional development related to tourism ( the development and implementation of initiatives aimed at boosting tourism potential of  a country),

2.             Working experience in East and Southern Africa is an advantage as is experience in a wide variety of countries on tourism Development.

 

 

              Profile for Expert II (Marketing Development)

 

Qualifications and Skills- minimum requirements:

 

•              Minimum Masters degree in Tourism Marketing from Internationally recognised university with   professional experience of at least 15 years.

•              Excellent written and oral knowledge of English,

•              Computer skills in Ms-Word, Ms-Excel, and Ms-PowerPoint.

•              Ability in working independently and experience in being directly accountable to senior level decision makers.

•              Ability to coordinate Stakeholders to be able to bring   close collaboration among the wide range of industry players within the framework of PPP.

 

General professional experience

At least 15 years of demonstrated experience in the tourism sector.

 

Specific professional experience

1.             At least 10 years of demonstrated professional experience in consulting NTA’s (National Tourism Authorities, most preferably Tourism Boards) in developing and implementing a Marketing Strategy.

2.             Working experience in East and Southern Africa is an advantage as is experience in a wide variety of countries on tourism Development.
