Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

3.             EXPERTS PROFILE

 

              Profile per expert or expertise required:

The experts should have the following educational background and professional experience. The absolutely required qualifications, skills and experience required from the experts as well as additional requirements (as an asset) are as follows:

 

Grant Expert (Seniors):

Qualifications and skills

•              Bachelor degree preferably in social sciences. In the absence of a formal degree, equivalent professional experience of a minimum 15 years,

•              Good knowledge of written and spoken English and Turkish.

 

General professional experience

•              Minimum 10 years of professional experience.

 

Specific professional experience

•              Minimum 2 years of experience as “Grant Expert/Key Expert or equivalent” in EU funded technical assistance contracts,

•              Experience on monitoring and/or training in at least 1 EU funded projects will be an asset,

•              Experience in the area of human rights in general and/or democratic citizenship and/or human rights education will be an asset.

 

IT Expert (Junior):

Qualifications and skills

•              University Degree preferably in field of statistics, computer engineering or mathematics. In the absence of a formal degree equivalent professional experience of a minimum of 8 years,

•              Sound working knowledge of written and spoken English and Turkish.

 

General professional experience

•              Minimum 3 years of professional experience.

 

Specific professional experience

•              Minimum 2 experiences in preparation of Management Information Systems (MIS) for grant schemes,

•              Experience in EU funded projects will be an asset.

              Working language(s)

Working languages are both Turkish and English.

 

4.             LOCATION AND DURATION

 

              Starting period

The indicative starting date of the assignment is September 2013.

 

              Foreseen finishing period or duration

The implementation period for grant contracts is between 10-18 months.

The duration of the assignment is foreseen as 18 months from the commencement date and working days will be divided two/more different periods within the assignment duration. The allocation of working days will be determined in Inception Period.

 

              Planning including the period for notification for placement of the staff as per art 16.4 a)

The Contractor, at the start of the assignment, will have an initial briefing meeting (kick off meeting) with the staff of the Beneficiary (MoNE), representatives of the Central Finance and Contracts Unit (CFCU) and Delegation of the European Union (EUD) and MoNE. The assignment will start with the kick-off meeting to be held in MoNE premises. The date of the kick-off meeting will be notified by an administrative order after the signature of the contract.
