Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

Requirements

Qualifications and skills

• Must have a master’s degree or equivalent in economics, agriculture or development studies, or public sector management relevant social science fields.

 

General professional experience

• At least 10 years experience at a senior level in project cycle management, aid planning and administration, including the coordination of experts.

• 5 years experience in coordination a team of long and short-term experts

• At least 5 years work experience in developing countries preferably in ACP Countries.

 

Specific professional experience

• Proven experience in the implementation of EU programming and procedures (EDF and/or EU Budget) and the management of EU-funded programmes starting from identification, formulation, implementation and evaluation of programmes and procurement.

Requirements

Qualifications and skills

• Must have post graduate university degree or professional degree in economics, financial management, accounting, business studies, or in public finance management or business management.

 

General professional experience

• At least 10 years experience at a senior level in accounting science / financial management, project cycle management, aid planning, aid funded development programmes and  administration.

• 5 years experience in coordination a team of long and short-term experts

• At least 10 years work experience in programmes focusing on capacity building, institutional strengthening and training of local counterparts.

• At least 5 years’ experience in developing countries preferably in ACP countries.

 

Specific professional experience

• At least 10 years hands-on experience in EU (EDF and/or EU Budget) procurement and contract modalities and management working at various levels in accordance with the PRAG (preparation and management of programme estimates, preparation of tender documents; launching and evaluation of tenders, award of contracts, drawing up of contracts, contract management, verification of invoices and payment certificates, closure of accounts).

• Proven experience in application of various EU implementation procedures in line with the PRAG (works, supply, service and grant contracts).

• Proven experience in developing, implementation and providing capacity-building and training in the areas of financial reporting and monitoring systems.

EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
