There is no problem if your CV is long, the most important is to prepare so that it describes clearly your experiences relevant to the mission. (Your CV has to sell you!)

Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

DESCRIPTION

Key experts

All experts who have a crucial role in implementing the contract are referred to as key experts. Copies of their CVs and supporting documentation (in English) must be enclosed with the tender’s proposal together with the below table – Annex1 – Qualification and Experience of the Key Experts.

All claims of qualification and years of experience must be substantiated by documentary proof provided, i.e. employers references. Self-statements by individual experts will not be accepted as references.

 

The Contractor’s technical proposal should also include a timeframe and number of working days schedule for all experts which should match the table of the working days included in the financial proposal.

100% of the Contractor’s activities should be implemented in the Beneficiary country. In exceptional cases, the Contracting Authority may approve working days outside of the Beneficiary Country base on duly substantiated written justifications.

 

The profiles of the key experts for this contract with the minimum number of working days per Key expert are as follows:

Key expert 1: Team Leader – Senior transport policy expert 360

The senior transport policy expert will be based in Tirana and will have to travel to Durres. He will act as a Project Team Leader and will exercises day-to-day responsibility, making sure that the objectives and outputs of the Project are being met and delivered, organising Project activities, managing inputs from the Project Team and the timing thereof, liaising with interested counterparts, and submitting required reports. In addition to the above, the Team Leader also has to play a key role with respect to outreach, information sharing, public visibility, and liaising with other technical assistance initiatives.

Qualifications and skills

• Education to in transport or related fields. (Master’s Degree where a university degree has been awarded on completion of five years study in a university or equivalent institution),

• Fluency in English, both written and spoken (min 2 points in the scale from 1 to 5 where 1 is excellent and 5 is basic),

General professional experience

• Preferably 15 years, but as minimum 10 years of professional experience in the transport sector policy;

Specific professional experience:

• Preferably 10 years but as minimum 7 years experience in preparation or implementation of transport policy in EU countries;

• At least one experience in preparation of guidelines and manuals of procedures for transport policy-making or transport legislation during the last 10 years ;

• At least one experience as team leader in a project for technical assistance in transport sector.

 

Key expert 2: Road transport expert 224

The senior road transport expert will be based in Tirana.

She/He will be responsible for the tasks coming out of activities 1.1, 1.2, 1.3, 1.4

 

Qualifications and skills

• Education in transport field or associated areas. (Masters degree where a university degree has been awarded on completion of five years study in a university or equivalent institution),

• Fluency in English, both written and spoken (min 2 points in the scale from 1 to 5 where 1 is excellent and 5 is basic),

General professional experience

• Preferably 15 years experience, but as minimum 10 years of professional experience in the road transport sector;

 

Specific professional experience:

• At least 1 experience in preparing laws or bylaws in road transport sector

• At least 1 experience in capacity building or training in safety or security aspects of road transport sector in the last 10 years

• At least 1 experience in Road traffic engineering, dealing with Transport of dangerous goods, digital tachograph and inspection of vehicles in the last 10 years.

 

Key expert 3: Rail transport expert 318

The senior rail transport expert will be based in Tirana and Durres in line with the Contractor organization and methodology.

She/He will be responsible for the tasks coming out of activities 1.1, 1.3, 2.

Qualifications and skills

• Education in Rail transport field or associated areas. (Masters degree where a university degree has been awarded on completion of five years study in a university or equivalent institution),

• Fluency in English, both written and spoken (min 2 points in the scale from 1 to 5 where 1 is excellent and 5 is basic),

General professional experience

• preferably 15 years experience, but as minimum 10 years of professional experience in the rail transport sector;

Specific professional experience:

• preferably 10 years experience, but as minimum 7 years of experience in training or capacity building in rail transport sector

• At least 1 experience with implementation of a project related to the safety or security in rail transport sector.

• At least 1 experience in preparation of railway legislation or directives in line with EU Acquis in the last 10 years.

 

Key expert 4: Maritime transport expert 318

The senior maritime transport expert will be based in Tirana and Durres in line with the Contractor organization and methodology.

He will be responsible for the tasks coming out of activities 1.1, 1.3, 3.

Qualifications and skills

• Education in maritime transport field or associated areas. (Masters degree where a university degree has been awarded on completion of five years study in a university or equivalent institution),

• Fluency in English, both written and spoken (min 2 points in the scale from 1 to 5 where 1 is excellent and 5 is basic),

General professional experience

• Preferably 15 years experience, but as minimum 10 years of professional experience in the maritime transport sector;

• Experience in the EU Countries or Countries of IPA/CARDS/Phare/Tacis

Specific professional experience:

• Preferably 10 years experience, but as minimum 7 years of experience in training or capacity building in safety aspects of maritime transport

• At least 1 experience in capacity building or training in safety or security aspects of maritime transport in the last 10 years.

• At least 1 experience in preparation of maritime legislation or directives in line with EU Acquis or international standards in the last 10 years.

• Experienced with IMO Conventions and Maritime EU Directives will be considered as an asset

 

Non key experts min 625 working Days

CVs for experts other than the key experts are not examined prior to the signature of the contract.

They should not be included in tenders.

The Contractor must select and hire other experts as required according to the profiles identified in the Organisation & Methodology. They must clearly indicate their profile so that the applicable daily fee rate in the budget breakdown is clear. All experts must be independent and free from conflicts of interest in the responsibilities they take on.

The selection procedures used by the Contractor to select these other experts must be transparent, and must be based on pre-defined criteria, including professional qualifications, language skills and work experience. The findings of the selection panel must be recorded. The selected experts must be subject to approval by the Contracting Authority.

All STEs should have at least University-level degree.

All STEs should be fluent in written and spoken English language.

Each non-key expert shall have a minimum of 3 years of specific experience for the junior and minimum of 10 years relevant experience for senior experts in the fields relevant to this project such as but not be limited to:

• Legal expert

• Transport infrastructure expert

• Expert in preparation of strategic and action plan,

• Expert for preparation of Manual of Procedures adequate to the specific legal duties,

• IT software Expert

• Training expert

• etc

The experts will be mostly of senior expertise although it will be possible also to engage junior experts. Their tasks will probably involve assistance to the institutional/legal aspect of the project in addition to its training and IT aspects.

The non-key experts shall spend all working days in the beneficiary country.

Note that civil servants and other staff of the public administration of the Beneficiary Country cannot be recruited as experts, unless prior written approval has been obtained from the European Commission.

Support staff & backstopping

 

The Contractor will require a bi-lingual (English/Albanian) full – time local staff to undertake general office administration, accounting and communications duties and a proficient office translator as well as other local support staff, drivers, interpreters, etc., be it full time or part time.

The costs of the support staff is to be covered by the Experts fees.

The costs of backstopping (project director, manager etc.) must be included in the fee rates of the experts.
