DESCRIPTION

 

Project Description:

The overall objective of the programme of which this project will be a part is “to contribute significantly to the achievement of the NSDP strategic goal for the agriculture sector, while ensuring that the growth in this sector is achieved in an equitable, inclusive, environmentally responsible and sustainable way for the benefit of the entire rural population of Cambodia (CMDG 1 ‘Eradicate extreme poverty and hunger’ and CMDG 7 ‘Ensure environmental sustainability’)”.

 

The specific objective of the programme of which this project will be a part is “to trigger sustainable and inclusive socio-economic growth in the fisheries and livestock sub-sectors, through adequate support by Government, civil society and development partners in line with Programme-Based Approach (PBA) principles”.

 

The programme focuses on four of five key program areas of the MAFF identified under the NSDP, and reflected in the current ASSDP, i.e.:

 

Programme I: Improving productivity & diversifying agriculture sectors;

Programme II: Promote market access of agriculture products;

Programme III: Strengthen institutions, legal framework & human resources development;

Programme IV: Management of sustainable fishery resources.

The focus on the first two programs is however limited to the livestock sub-sector.

 

The purpose of this project is to provide to the Ministry of Agriculture, Forestry and Fisheries of the Royal Government of Cambodia the methodological, technical and managerial support required for the successful implementation of the EU-financed programme “Promotion of inclusive and sustainable growth in the Agricultural Sector: Fisheries and Livestock” (DCI-ASIE/2012/023-197) and, beyond this, for the development of a Programme-Based Approach for the agricultural sector (as defined by the Council for the Development of Cambodia).

 

Results to be achieved by order of importance:

 

Capacity building of the different relevant departments of the MAFF in the preparation, management and reporting of the different programme-estimates as per requirements of the prevailing Practical Guide to Procedures for Programme-Estimates of the Directorate General for Development and Cooperation (EuropeAid) of the European Commission;

Capacity building of the different relevant departments of the MAFF in terms of EU programme and overall sector planning, monitoring and evaluation based both on EU and Royal Government of Cambodia requirements;

Review of the agricultural sector [and sub-sectors] strategies and policies development – provision of recommendations to improve those in line with national development plans’ requirements;

Reinforcement of the sector’s policy dialogue and aid coordination platform;

Support to the development of an efficient and effective Human Resources management/development plan for the MAFF;

Support to the appropriate inclusion of cross cutting issues (gender, environment, human rights, decentralisation, public finance management, community and private sector development…) into the EU programme and overall agriculture sector [and sub-sectors];

Development of a Communication and Visibility plan for the programme, combining corresponding resources from the programme-estimates and those centrally-managed by the Delegation under the terms of the EU programme Financing Agreement.

 

Position: Key expert 1 – Team Leader / Agricultural Sector Institutional Development Expert

 

Job Description:

Support programme’s component on Ministry of Agriculture, Forestry and Fisheries Policy and Strategy development

Coordination of TA teams inputs

Capacity building of the different relevant departments

Review of and support to the agricultural sector [and sub-sectors] strategies and policies development

Development of an efficient and effective Human Resources management/development plan for the MAFF

Reinforcement of the sector’s policy dialogue and aid coordination platform

Appropriate inclusion of cross cutting issues

Development of a Communication and Visibility plan for the programme

 

Requirements

Qualifications and skills:

– Key Expert 1 must have a Masters Degree or a level of education equivalent to a university degree of at least four years, as attested by a recognised diploma in one of the following fields: agriculture/agronomy, agro-economy, animal science, biology, fisheries/aquaculture, eco/environmental-science, rural development, development studies. An equivalent field of specialisation could be acceptable providing its relevance and comparable level of knowledge are clearly established in the proposal

– Proven knowledge of EU Project Cycle Management, EU Programme-Estimate instrument and EU Practical Guide to contract procedures for EU external actions, will be a major added advantage

– He/she must demonstrate an excellent command of spoken and written English, with very good reporting and communication skills. Fluency in French or in Khmer will be an added advantage

– He/she must also have excellent interpersonal relationship skills

– He/she will need to demonstrate computer proficiency in major currently used software and web-based tools, to be established through relevant work examples to be detailed in the curriculum vitae

 

General professional experience:

– He/she must have a minimum of 10 years’ experience working at a senior expert level (Team Leader, Project [co-]Manager/Director, Main Technical Advisor) in the fields of agriculture, livestock, fisheries and/or rural development

 

Specific professional experience:

– The Expert’s recent (past 10 years) professional experience must include at least 5 years in an advisory position to governmental/public sector bodies and/or in the scope of sector policy programmes.

– He/she must have experience in working with or within multi-stakeholder programmes with multiple development partners and have knowledge/experience of donor harmonisation work.

– Experience in public finance management and/or public sector strategic budget planning is desirable.

– Areas of added specific professional experience that can be construed as added advantage are: agriculture research and extension; management/protection of natural resources; private sector development; farmers associations, cooperatives and community-based organisations development; agricultural value-chain development and trade; sanitary and phyto-sanitary measures; decentralisation of agricultural sector; and cross-cutting issues such as gender and human rights.

– The Expert must have a prior experience of working in Asia, preferably in Southeast Asia.

 

Position: Key expert 2 – Livestock Sector Expert

 

Job Description:

Support of the Livestock sector component

Capacity building of the different relevant departments

Review of and support to the agricultural sector [and sub-sectors] strategies and policies development

Development of an efficient and effective Human Resources management/development plan for the MAFF

Reinforcement of the sector’s policy dialogue and aid coordination platform

Appropriate inclusion of cross cutting issues

Development of a Communication and Visibility plan for the programme

 

Requirements

Qualifications and skills:

– Key Expert 2 must have a Masters Degree or a level of education equivalent to a university degree of at least four years, as attested by a recognised diploma in one of the following fields (or equivalent): agriculture/agronomy, livestock/animal science, veterinary science. An equivalent field of specialisation could be acceptable providing its relevance and comparable level of knowledge are clearly established in the proposal

– Proven knowledge of EU Project Cycle Management, EU Programme-Estimate instrument and/or EU Practical Guide to contract procedures for EU external actions, will be an added advantage

– He/she must demonstrate an excellent command of spoken and written English, with good reporting and communication skills. Fluency in French or in Khmer will be an added advantage

– He/she must also have excellent interpersonal relationship skills

– He/she will need to demonstrate computer proficiency (major currently used software and web-based tools), to be established through relevant work examples to be detailed in the curriculum vitae

 

General professional experience:

– He/she must have a minimum of 10 years’ experience, over the past 20 years, working at a high level of technical expertise in the livestock sector in a tropical context

 

Specific professional experience:

– The Expert’s professional experience, over the past 10 years, must demonstrate of at least 3 years in advisory positions to governmental/public sector bodies and/or in the scope of sector policy programmes

– He/she must have experience in working with or within multi-stakeholder programmes with multiple development partners and have knowledge/experience of donor harmonisation work

– He/she must have in-depth knowledge of livestock value-chain development and processing/trade of animal products in a tropical context. An in-depth knowledge of animal health issues (including One Health issues) is an asset

– Areas of added specific professional experience that can be construed as added advantage are: livestock research and extension; livestock commercial production; management/protection of natural resources; private sector development; farmers associations, cooperatives and community-based organisations development; decentralisation in agricultural sector; and cross-cutting issues such as gender, human rights. These added specific professional experiences will weight significantly on the evaluation of the proposal submitted by the tenderers

– A prior experience of working in Asia, particularly in Southeast Asia, is considered as an additional asset

Job Description:

Capacity building of Ministry of Agriculture, Forestry and Fisheries and its relevant departments

Responsible for the fishery sub-component for review of and support to the agricultural sector [and sub-sectors] strategies and policies development

Development of an efficient and effective Human Resources management/development plan for the MAFF

Reinforcement of the sector’s policy dialogue and aid coordination platform

Appropriate inclusion of cross cutting issues

Development of a Communication and Visibility plan for the programme

 

Requirements

Qualifications and skills:

– Key Expert 3 must have a Masters Degree or a level of education equivalent to a university degree of at least four years, as attested by a recognised diploma in one of the following fields (or equivalent): fisheries, aquaculture, water science, agriculture/agronomy. An equivalent field of specialisation could be acceptable providing its relevance and comparable level of knowledge are clearly established in the proposal

– Proven knowledge of EU Project Cycle Management, EU Programme-Estimate instrument and/or EU Practical Guide to contract procedures for EU external actions, will be an added advantage

– He/she must demonstrate an excellent command of spoken and written English, with good reporting and communication skills. Fluency in French or in Khmer will be an added advantage

– He/she must have experience in working with or within multi-stakeholder programmes with multiple development partners and have knowledge/experience of donor harmonisation work

– He/she must have an in-depth knowledge of the major fisheries and aquaculture value-chains development, including production. He/she should also preferably have an in-depth knowledge of sanitary and phyto-sanitary (SPS) and environmental issues in fisheries

– Areas of added specific professional experience that can be construed as added advantage are: fisheries research and extension; fisheries/aquaculture commercial production; management/protection of natural resources; impact of hydropower development on fisheries and mitigation measures; private sector development; fisherfolks associations, cooperatives and community-based organisations development; and cross-cutting issues such as gender, human rights. These added specific professional experiences will weight significantly on the evaluation of the proposal submitted by the tenderers

Position: Key expert 4 – EU Programme-Estimates Expert

 

Job Description:

Capacity building of the different relevant departments

Formulation and training for programme estimates (partially decentralized management) for the Ministries Sector Policy Support Component, Fisheries Sub-sector component and Livestock sub-sector component.

 

Requirements

Qualifications and skills:

– Key Expert 4 must have at least a level of education equivalent to a university degree, as attested by a recognised diploma in a field preferably related to agriculture/agronomy, economy, natural science, rural development

– Proven in-depth knowledge of EU Programme-Estimate instrument (preferably under BUDGET) and EU Practical Guide to contract procedures for EU external actions is required

– He/she must demonstrate an excellent command of spoken and written English, with very good reporting and communication skills. Fluency in French or in Khmer will be an added advantage

– He/she must also have excellent interpersonal relationship skills

– He/she will need to demonstrate computer proficiency (major currently used software and web-based tools), to be established through relevant work examples to be detailed in the curriculum vitae

 

General professional experience:

– He/she must have a minimum of 5 years’ experience working at a high level (Team Leader, Project [co-]Manager/Director, Main Technical Advisor, Senior Advisor) in any field related to agriculture, livestock, fisheries, rural development, poverty alleviation, economic development. This experience must be fairly recent (i.e. over the past 10 years maximum)

 

Specific professional experience:

– The Expert is required to have a recent and extensive experience of applying EU partial decentralised management implementation modalities using programme-estimates. This experience can have been acquired either as a designer, implementer, manager or adviser of/on programme-estimates

– A prior experience in advisory positions to governmental/public sector bodies and/or in the scope of sector policy programmes will be an added advantage

– Areas of added specific professional experience that can be construed as added advantage are: project management (under EU decentralised management modes); sector programme development; audit and evaluation; and cross-cutting issues such as gender, human rights, environment, and decentralization

– A prior experience of working in Asia, particularly in Southeast Asia, is considered as an additional asset
