Key Expert 1: Team Leader – Inclusive education expert

Location: Uzbekistan

Description

Key Expert 1: Team Leader and legal framework for inclusive education expert (estimated 300 working days) for the EU funded project “Inclusive Education for Children with Special Needs in Uzbekistan”.

 

The project is currently at the bidding phase and we are looking for a team of experts (2 Key Experts) who would be interested in the implementation and processes all qualifications and skills required for the positions. The Project is expected to start in March 2014 and will last 24 months.

 

The overall purpose of the project is to improve the quality of education for children with special needs age 2 – 10 and promote their integration in the mainstream kindergartens and primary schools in Uzbekistan.

 

The Team Leader will be responsible for the overall implementation of the project, including coordination, reporting and mobilisation of specialised experts, project management and procurement contracts implementation. He/she will be directly involved in the provision of technical expertise for Components I and III.

 

REQUIREMENTS OF THE POSITION

 

Qualifications and skills

University degree in education, social science or equivalent

Fluency in oral and written English

Working command of Russian would be an asset

Computer literacy

 

General professional experience

Minimum 10 years of professional experience in international cooperation

Experience of managing EU funded projects would be an advantage

Experience of working with government institutions and NGOs.

 

Specific professional experience

Minimum 3 years of experience in working on policy or legal framework for inclusive education

Experience in policy advocacy, and public awareness raising on social inclusion of people with disabilities

Minimum 80% of days should be spent in Uzbekistan. The project office will be based in Tashkent, in the facilities of the National Centre for Social Adaptation of Children. Resource Centres will be established in Samarkand region, Namangan region, Khorezm region and Surhondaryo region.

 

 

Key expert 2: Special Education Expert

The Key Expert 2 will be responsible for the provision of technical expertise for Component II: Capacity Development for the development of pre-service and in-service teacher training and non-teacher staff training modules on inclusive education.

 

REQUIREMENTS OF THE POSITION

 

Qualifications and skills

University degree or equivalent academic degree in education, psychology or equivalent

Fluency in oral and written English

Working command of Russian and/or Uzbek would be an asset

Computer literacy

 

General professional experience

Minimum 5 years in providing special education for children with disabilities in primary school

Experience of the special education sector specifically in context of inclusive education of children with disabilities;

 

Specific professional experience

Minimum 3 years of experience in inclusive education of children with disabilities

Experience of curricula adaptation for inclusive education would be an asset

Experience in preparation and implementation of training for preschool and school special education teachers in special and inclusive education theory and practice, including teaching methodology

Experience with CIS education system would be an asset
