Suggestions: Please make sure, that the experience requested is also shown “Description” section 14 of your CV. As the selections are very strict and paper based, we request you to prepare your CV in the right format and detail all the relevant experience under the Professional experience table as much as possible. There is no problem if your CV is long, the most important is to prepare so that it describes clearly your experiences relevant to the mission. (Your CV has to sell you!)

Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

Key expert 1: Governance Expert – Team Leader (Category 1)

Duration                112 working days

 

Required qualifications and skills

PhD, M.D., equivalent diploma, or relevant professional experience in a field relevant to governance.

At least 15 years of professional experience in the area of governance including a focus on areas such as: constitutional process, institutional support to core government functions, decentralisation, human rights and rule of law, transitional justice and reconciliation.

Fluency in written and spoken English.

 

Other qualifications and skills

Good knowledge of the challenges of post-conflict state building would be considered an asset.

Good knowledge of Libya or the European neighbourhood/Arabic countries would be an asset

Experience in programme evaluation.

Experience in the design (identification, formulation, implementation methods, contracting rules and procedures /methods) and implementation of EC funded programmes is an asset.

Excellent writing and communication skills.

 

 

Key expert 2: Public administration Expert (Category 1)

Duration                112 working days

 

Required qualifications and skills

PhD, M.D., equivalent diploma, or relevant professional experience in a field relevant to public administration.

At least 10 years of professional experience in the area of public administration including areas such as: capacity building, human resource management, administrative simplification, decentralisation.

Fluency in written and spoken English.

 

Other qualifications and skills

Good knowledge of the challenges of post-conflict state building would be considered an asset.

Good knowledge of Libya or the European neighbourhood/Arabic countries would be an asset

Experience in the design (identification, formulation, implementation methods, contracting rules and procedures /methods) and implementation of EC funded programmes is an asset.

Excellent writing and communication skills.
