DESCRIPTION

 

Project Description:

The overall objective of the project is to support the economic development and human capital potential of the Mongolian government and population by enabling key stakeholders to provide Technical and Vocational Education and Training in a way that is responsive to the needs of a rapidly changing labour market.

 

The purpose of this contract is to strengthen and consolidate the work of the Mongolian Governmental Authorities responsible for the TVET sector in order to establish and initiate:

 

An efficient, sustainable and demand driven TVET sector with attention to rural areas

An appropriate quality assurance procedures for assessment and certification

 

Main expected results are as follows:

Strengthened leadership capacities of the Mongolian Governmental Authorities responsible for the TVET sector and support to the National Council on Vocational Education and Training (NCVET) and Sector Councils to ensure an effective and coherent TVET modernization process which is consonant with the reform agenda of Government of Mongolia, alignment of donor funded projects, and inclusion of private investors.

Strengthened capacities of TVET schools to meet the qualification requirements of an expanding and diversifying labour market through the nation-wide implementation of competence-based programmes and quality assurances processes.

Increased coverage of the TVET best practices in the rural development sector and strengthened implementation capacities of TVET rural development programmes to benefit rural economies.

 

Position: Key expert 1 – Team Leader

Duration of the assignment: 1100 work days over 60 months

 

Requirements

Qualifications and skills:

– University degree in a discipline relevant to the scope of the assignment. Specialised courses in labour economics or development economics or publications on TVET issues will be considered as valuable assets.

– Excellent communication skills to be able to communicate convincingly and diplomatically with a wide range of contacts, including proven strong public speaking and presentation skills

– Strong project management skills to be able to manage a complex project effectively delivering results under tight deadlines

– Strong people management skills to be able to lead, coach and motivate an international team to deliver the required results

– Strong analytical and computer literacy

– Ability to organise effective visibility activities

– Proven excellent report writing and communication skills in English

 

General professional experience:

– Minimum 15 years of general relevant professional experience, including 5 years of direct experience in project, people and resource management

– Experience in managing technical assistance programmes, of which at least one should have been an EU financed technical assistance programme, preferably as Team Leader

– Experience in at least one international assignment. Experience in overseas assignments in development and/or transitional economies, especially in Central Asia, is an asset

 

Specific professional experience:

– Minimum 5 years of full-time equivalent experience in TVET related assignments including implementation experience in an international context

– Experience in working on policy formulation and revision and/ or institutional reforms

– Experience in institution/capacity building at a governmental level in the field of TVET

 

Position: Key expert 2 – TVET Expert

Duration of the assignment: 1100 work days over 60 months

 

Requirements

Qualifications and skills:

– University degree in a discipline relevant to the scope of the assignment. Specialised courses in educational studies, labour economics or development economics or publications on TVET issues will be considered as valuable assets

– Ability to effectively manage a wide range of project activities

– Ability to identify, organise, provide and manage general TVET technical input and support to project activities

– Ability to liaise successfully with relevant stakeholders, both public and private

– Ability to organise effective visibility activities

– Strong analytical skills and computer literacy

– Proven excellent report writing and communication skills in English

 

General professional experience:

– Minimum 10 years of general professional experience, including a minimum of 5 years of project management experience in the field of TVET

– Experience in an international assignment is required. Experience in overseas assignments in development and/ or transitional economies, especially in Central Asia and/or in EU financed projects is an asset

 

Specific professional experience:

– Minimum of 3 years of full-time equivalent relevant experience in the field of capacity building and training on TVET

– Experience in managing technical assistance and capacity building activities, including a team of short term consultants

– Experience in working successfully on TVET quality assurance system and National Vocational Qualifications Framework (NVQF) is an asset
