Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

DESCRIPTION

 

Description:           

The main objectives of the evaluation are to provide the relevant external co-operation services of the European Union, the partner government and, when appropriate, the wider public with:

– An overall independent assessment of the past performance of the EURO-SOLAR Programme, paying particularly attention to the results of the project against its objectives;

– Key lessons and recommendations in order to improve current and eventual future action.

 

Team leader – senior expert in the evaluation of community-based renewable energy projects

Team leader (47 person-days)

 

Requirements:       

The composition of the team of experts should be balanced to enable complete coverage of the different aspects of project evaluation (evaluation methods and techniques) in the following topics: sustainable energy, economic and social development in rural areas and poverty reduction, as set out in these terms of reference, including cross-cutting issues.

 

Qualifications and skills

– Completed university studies of at least four years attested by a diploma.

– A post-degree specialisation in thematic issues related to development cooperation and renewable energy would be an asset.

– Full command (excellent working knowledge and report writing) of Spanish and English.

 

General professional experience

– At least 10 years of experience in the field of development cooperation projects in particular sound experience in identification, preparation, management and evaluation of projects. Experience in EU projects would be an asset.

– At least 5 years of experience as team leader / project manager, preferably in Latin American countries.

– Specific working experience in the EURO-SOLAR programme beneficiary countries would be an asset.

 

Specific professional experience

– At least 5 years of proved experience in community-based development projects (especially in rural isolated areas / indigenous communities), in renewable energy projects in development countries, institutional relations, capacity building in basic services (education, health, ICT and productive activities).

– Solid and proved practical work experience with principles and working methods of EC aid delivery methods and cycle of operations, in particular evaluation methodology.

 

 

Senior expert in community-based renewable energy projects

Senior Expert (43 person-days)

 

Requirements:       

The composition of the team of experts should be balanced to enable complete coverage of the different aspects of project evaluation (evaluation methods and techniques) in the following topics: sustainable energy, economic and social development in rural areas and poverty reduction, as set out in these terms of reference, including cross-cutting issues.

 

Qualifications and skills

– Completed university studies of at least four years attested by a diploma.

– A post-degree specialisation in thematic issues related to development cooperation and renewable energy would be an asset.

– Full command (excellent working knowledge and report writing) of Spanish and English.

 

General professional experience

Requirements:       

Qualifications and skills

– Completed university studies of at least four years attested by an engineering diploma in energy, renewable energy or electricity.

– A post-degree specialisation in thematic issues related to development cooperation would be an asset

– Full command (excellent working knowledge and report writing) of Spanish and English.

 

General professional experience

– At least 3 years of experience in development cooperation projects in the field of renewable energy and sustainable energy projects

– Experience in community-based development projects would be an asset.

– Work experience with principles and working methods of EC aid delivery methods and cycle of operations, in particular evaluation methodology, would be an asset.

 

Specific professional experience

– Experience in evaluation of technical requirements and technical sustainability of renewable energy projects

– Specific working experience in rural areas in developing countries would be an asset.

– Specific working experience in Latin America and in particular in the EURO-SOLAR programme beneficiary countries would be an asset.
