Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

DESCRIPTION

Specific objectives

Through provision of sufficient information in form of Feasibility Study incl. Cost-Benefit Analysis (CBA), Environmental Impact Assessment (EIA) and further geodetic and geotechnical studies to stipulate and support the decision making process for the implementation of the next project step, which will be the development of the main design and preparation of the technical documentation.

Feasibility study, technical and economic feasibility study should determine the economic and general justification of financial investments and analysis of technological, technical, economic and other conditions for the realization of the construction project. Constituent part of the Feasibility Study will be a Cost-Benefit Analysis (CBA) which shall analyse economic indicators from general social aspects. However, the new Feasibility Study should be based on the existing Italferr’s FS 2010 and provide an detailed update of the existing document while focusing on the 12 large slopes.

The Environmental Impact Assessment (EIA) of the project and the preparation of a concise Environmental Management Plan EMP which would include mitigation measures, monitoring activities, as well as it’s implementing arrangements should provide all necessary information (including – if applicable – any equivalent assessment that may be required for Natura 2000 equivalent protected areas, in the meaning of the Habitats Directive) to meet the legal requirements of the state of Montenegro prior to the implementation of the project.

EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
