Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.
|The evaluation team will be composed of 3 experts with the following profiles and qualifications:Expert 1: Senior Expert, Category: I, Team leaderEducational background:
University degree, preferably in economics/law/ science/engineering.
Extensive and relevant experience (minimum 15 years) in the field of international cooperation, preferably between Europe and Latin America and experience in the area of private sector support and internationalisation of SMEs. Extensive experience in evaluation methods and techniques.
Excellent knowledge of EC procedures, including financial and contractual management.
Expert 2: Senior Expert, Category: I
University degree, preferably in economics/law/sciences/engineering.
Extensive and relevant experience (minimum 15 years) particularly in the field of international cooperation promoting the private sector development and SMEs policies, preferably in Latin America. Good knowledge of the strategic economic and trade relationships between the EU and Latin America. Relevant experience in evaluation methods and techniques. Pertinent experience in the productive private sector is an asset
Expert 3: Category: II
University degree, preferably in economics/law/social sciences/engineering
Extensive and relevant experience (minimum 5 years) in the field of economic cooperation and/or local development. Relevant experience in evaluation methods and techniques.
The composition of the team of experts should be balanced to enable complete coverage of the different aspects of project evaluation (evaluation methods and techniques) as set out in these terms of reference, including cross-cutting issues.
The team as a whole should possess a sound level of knowledge and experience of Latin America particularly in terms of trade, business development support and internationalisation of SMEs.
• Solid and diversified experience in the specific field of expertise needed, including experience in evaluation of projects / programmes (for at least 2 of the experts, including the Team Leader);
• Experience in the region;
• Full working knowledge of Spanish and excellent report writing skills.
• Proficiency in English.
• Good knowledge of Portuguese would be an asset.
• Fully familiar with the principles and working methods of project cycle management and EC aid delivery methods.
• At least one member of the team should be fluent in Portuguese.
