Requirements        Qualifications and skills

• A Master’s Degree in a relevant discipline (e.g. Social sciences, public administration, Law, Economics etc. .. ) or equivalent educational background or professional experience;

Required general professional experience

• At least 10 years of relevant practical experience related to institutional issues (structures, functional review, processes for the central administration, research, inter-department / ínter-ministerial coordination, etc.) in social protection and/or social assistance and/or social welfare development related projects/programs.

Specific professional experience

• 10 years’ experience in policy/strategy for the social protection sector in developing countries that includes advising Governments and development partners on a wide range of social protection reform issues as well as on the design, implementation and monitoring of social support programs or social safety nets

• Experience with EU-funded projects and procedures.

• Knowledge of project cycle management, development and implementing monitoring and evaluation systems based on performance indicators, including the use of the logical framework; experience with the EU prograrnme/project design process of Identification Fiche, Action Fiche, and the requirements/expectations of DEVCO and EU institutions.

• Experience in undertaking institutional training needs assessments, and designing and implementing large scale training programmes;

• Knowledge of the process of organisational change and development within the context of social protection services reform, including service delivery, logistic management, financial management, business process improvements in State institutions or professional

• service organisations providing social protection. service. etc…

• A Master’s Degree in a relevant discipline (e.g. Social sciences, social work, public administration, Law, Economics etc.. ) or equivalent educational background or professional experience;

Required general professional experience

• At least 10 years of relevant experience working in the sector(s) of social protection and/or social assistance and/or social welfare development;

• At least 10 years of experience in developing countries that includes advising Governments and development partners on a wide range of social protection reform issues, with a focus on the design, implementation and monitoring of social safety nets;

• Proven experience in the academic field, preferably in developing countries

Specific professional experience

• At least, 10 years of experience in the reform, design, and/or management of social assistance and social benefits systems in developing countries;

• Experience in policy formulation, planning and budgeting for expansion and development

of social security and social insurance;

• Experience in lecturing and/or setting up or managing of academic faculties or departments related to social science or social protection;

• Experience in curriculum design (bachelor level) in social protection or social work;

• Experience in on-the-job support to social workers, to improve /standardize their work

protocols and/or improve monitoring of social work and social protection programs

• Experience with EU-funded projects and procedures.

• A Master’s Degree in a relevant discipline (e.g. Social sciences, public administration, Law, Economics etc .) or equivalent educational background or professional experience;

Required general professional experience

• At least 10 years of relevant experience working in the sectors) of social protection, particularly in contributory social security schemes.

• At least 10 years of experience in developing countries that includes advising Governments and development partners on a wide range of social protection reform issues, with a focus on the design, implementation and monitoring of social safety nets ;

• Knowledge of social benefits issues including safety nets, social insurance, and alike;

Specific professional experience

• Experience with design and/or reform of contributory social security schemes, preferable in developing countries

• Expertise on aspects of social security scheme design, such as actuarial aspects, benefit packages, contribution calculation, administrative management, issues of compulsory schemes, monitoring of social security coverage, financial flows and service uptake.

• Expertise in legal framework and regulatory guidelines that underpin social security schemes;

• Experience with EU-funded projects and procedures.

EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
