2. DESCRIPTION OF THE ASSIGNMENT

2.1 Global Objective

The global objective of the assignment is to assist the Government of Liberia and the EU Delegation in evaluating the ECSEL programme.

2.2 Specific Objectives:

This evaluation will provide the decision-makers in the Government of Liberia, the relevant external co-operation services of the European Union and the wider public with sufficient information to:

• make an overall independent assessment about the past performance of ECSEL, paying particularly attention to the impact of the project actions against its objectives;

• identify key lessons and to propose practical recommendations for similar programmes.

2.3 Requested services and required outputs:

The consultant is expected to reinforce the capacity of the MoE and the EU Delegation to Liberia in the evaluation of the ECSEL programme.

The evaluation study responds to the requirements of the last phase of the project cycle. The consultants shall verify, analyse and assess in detail the issues outlined in Annexe 2 “Layout, structure of the Final Report”. The list of issues is not intended to be exhaustive. The issues refer to the five evaluation criteria endorsed by the OECD-DAC (relevance, effectiveness, efficiency, sustainability and impact), and to the EC-specific evaluation criteria (EC added value and coherence).

The consultants are requested to verify, analyse and assess the integration and impact of cross cutting issues in the project.

The evaluation will applied to the following areas of ECSEL:

1) Institutional Reform Support;
2) Development of Quality Assurance including EMIS, M&E and supervision;
3) Strategic Policy and Planning including support for budgeting and financial management; 4) Support to Curriculum Development including educational materials;
5) Primary Teacher Training and Upgrading;

The consultant will include a succinct methodology for the implementation of this request for services.

In providing these services, the experts will work in close coordination with the MoE, the NAO and the EU Delegation in Monrovia.

It is anticipated that the assignment will contribute to the following key output: Provision of high quality technical input in the evaluation of ECSEL.

Requirements
• The candidate should hold an advanced university degree in a relevant subject such as Education, Economic, Political and Social Sciences, Development Studies, or Organisational Development; If the proposed expert does not possess a postgraduate university degree, s/he must have 15 years of demonstrated equivalent professional experience;
• At least 12 years of general professional experience (if holder of a postgraduate degree), mainly in the field of education;
• Experience of education sector analysis, reform and management (covering some or all of education sector policy, financing, planning and programming; quality assurance including M&E and EMIS, administration and management systems; institutional capacity assessment and capacity development planning) is essential;
• Experience in evaluation of EC support to education sector and knowledge of the methodological EC guidelines (Programme Management Cycle, EC Support to Sector Programmes) and EC procedures (Practical Guide to contract procedures for EC external actions) would be an advantage;
• Experience in the field of capacity development/institutional reform (advisory role) to governmental institutions involved in education is desirable;
• Knowledge of the education sector in Liberia and/or other countries in post-conflict would be an advantage;
• Good communication skills are essential;
• Fluency in English (speaking and writing) is essential.
• Computer literacy (MS Office environment).

Requirements
• The candidate should hold an advanced university degree in a relevant subject such as Education, If the proposed expert does not possess a postgraduate university degree, S/he must have 10 years of demonstrated equivalent professional experience.
• At least 6 years of general professional experience (if holder of a postgraduate degree), mainly in the education sector.
• Experience in overall curriculum development and reforms, teachers training and educational materials in particular in primary education is essential.
• Experience in evaluation of EC support to education sector and knowledge of the methodological EC guidelines and procedures would be an advantage.
• Knowledge of the education sector in Liberia and/or other countries in post-conflict would be an advantage.
• Good communication skills are essential.
• Fluency in English (speaking and writing) is essential.
• Computer literacy (MS Office environment).

EC rules applicable to any EC assignment
• Working days are from Monday to Friday, if not indicated otherwise in the ToR
• Per Diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stays overnight.
• International travel: the EC only reimburse economy class flight tickets
