DESCRIPTION

 

Global objective

As most local authorities in the EaP region lack experience with designing and implementing urban development projects, the supporting mechanism is essential to help them prepare and implement projects in a way that ensures the greatest impact and sustainability. Technical assistance through the supporting mechanism shall be provided to assist the project applicants under the SUDeP Call for Proposals (local municipalities, and if/when relevant, Covenant Supporters or Territorial Coordinators  but it could also include NGOs).

 

The specific objective of this project is to assist the project applicants under the SUDeP Call for Proposals. Under the SUDeP Call for Proposals local authorities will implement measures incorporated in their Sustainable Energy Action Plans (SEAPs) under the Covenant of Mayors. This project shall provide technical assistance to these local authorities during the project design phase and during the project implementation phase. This will be done by setting up a supporting mechanism. It is expected that approximately 15 to 25 projects will be awarded a grant under the Call for Proposals.

 

The purpose of this Supporting Mechanism is to:

 

Support EaP municipalities –signatory of the Covenant of Mayors- and that applied for a grant under the call for proposals related to the SUDeP programme. This will be done through technical advice and capacity-building support, in designing high-quality proposals for sustainable urban demonstration projects, including high-quality project financing plans. As a consequence, the Commission should receive better prepared technical proposals with more realistic implementation plans and budgets, which will lead to overall better results of the SUDeP action.

Support EaP municipalities to better implement urban demonstration projects by providing guidance and oversight during project implementation.

 

Ensure good communication, visibility and spread of results of the programme and its demonstration projects, in particular dissemination of good practices that could serve as model actions in the implementation of SEAPs in other municipalities (possibly including exchanges between neighbourhood regions).

Encourage the beneficiaries to connect to other EaP cities and EU cities by organising networking activities during the design phase and the implementation phase of the demonstration projects.

 

Position: Key expert 1 – Team Leader

Duration of the assignment: 880 work days over 48 months

 

Requirements

Qualifications and skills:

– University degree of at least 3 years attested by a diploma in applied urban sciences, energy, management, government, public administration, electrical engineers or other relevant field

– Demonstrated ability to run high profile programmes and projects and to manage and motivate a multicultural team

– Strong written and oral communication skills as well as strong inter-personal and negotiation skills are essential

– Fluency in English is essential; knowledge of Russian or any other language from the EaP region would be a plus

– Strong planning and organisational skills, including team management

 

General professional experience:

– Proven ability to establish close relationships with local authorities, as well as an ability for fruitful dialogue and cooperation with various stakeholders, including from the NGO community

– At least 10 years professional experience

– At least 5 years of experience in leading international and/or EU co-operation  project teams

 

Specific professional experience:

– At least 5 years of experience in assisting local authorities with project design and implementation

– At least 3 years of experience in management of  EU funded projects

– Professional experience in local (good) governance issues is an asset

– Experience with EU procurement rules

– Experience in the field of sustainable energy would be an asset

 

Position: Key expert 2 – Senior Expert in Setting-up and Designing of International Cooperation Projects

Duration of the assignment: 880 work days over 48 months

 

Requirements

Qualifications and skills:

– University degree of at least 3 years attested by a diploma in management, economics, urban planning, energy or other relevant field

– Strong written and oral communication skills as well as strong inter-personal and negotiation skills are essential

– Fluency in English and Russian is essential

 

General professional experience:

– At least 10 years professional experience

– At least 5 years of experience with international and/or EU co-operation  project teams

– At least 3 years of experience in local government development

– Extensive experience in drafting applications for EU funded calls for proposals

– Strong familiarity with Project Cycle Management and Logical Framework Analysis

 

Specific professional experience:

– At least 3 years of experience with capacity building projects on the planning cycle/project management in local authorities

– At least 3 years of experience in management and procurement of EU projects in third countries. Preferably working knowledge of the EC external aid procedures (PRAG)

– Demonstrated ability to design and develop urban development projects

– Professional experience in at least two EaP countries is essential

 

Position: Key expert 3 – Senior Expert in the Implementation of Urban Development Projects

Duration of the assignment: 880 work days over 48 months

 

Requirements

Qualifications and skills:

– University degree of at least 3 years attested by a diploma in engineering or other relevant field

– Demonstrated technical ability to implement urban development projects

– Strong written and oral communication skills as well as strong inter-personal and negotiation skills are essential

– Fluency in English and Russian is essential

 

General professional experience:

– At least 10 years professional experience

– At least 5 years of experience with project management

– Strong familiarity with Project Cycle Management and Logical Framework Analysis

 

Specific professional experience:

– At least 3 years of experience as an engineer in the implementation of sustainable energy projects in local authorities

– Professional experience in at least two EaP countries is essential
