a) Assistance to MINAGRI and NAO in preparation of EU Sector Budget Support disbursement dossiers
b) Assistance to MINAGRI in reviewing, updating ToRs for long term experts
c) Assistance in tendering process for long term TA
d) Assistance to MINAGRI in management of Programme Estimate
e) Assistance to MINAGRI in establishing and strengthening the Rural Feeder Roads Unit
f) Assisting MINAGRI in donor coordination and functioning of subsector working group
g) Organising the preparation of Feeder road inventory and condition assessment (RICA) in seven districts;
h) Organising the preparation of Feeder road master plan at district level for seven districts;
i) Organising the preparation of Design and institutionalisation of a Feeder road monitoring framework;
j) Organising the establishment of an Induction and Continuing Education System.
The expected result is an improved district capacity for road interventions, as well as provision of technical support to MINAGRI, MININFRA and RTDA and other line ministries. This includes building the capacities at various levels and establishment of necessary institutional structures for functioning of subsector.
Other outputs may include presentations to the sector working group, donor group, analytical and statistical documents, specific reports, etc.

Main tasks and responsibilities:
The Institutional Specialist will have the overall responsibility for the performance of the reporting. She/he is expected to be involved on three interrupted periods for the whole duration of the contract. His/her maximum input is expected to be 223 working days.
Qualification and Skills
•At least Master’s Degree in a relevant field with related technical expertise.
•Excellent written and spoken English and fair knowledge of French (minimum at intermediate level) are required.
General Professional Experience
•At least 12 years working experience in the field of institutional development.
•Solid experience in capacity building and public reform process.
•Prior experience in rural development related subjects.
•Excellent communication skills and organisational capacity.
•Leadership and managerial experience.
•Experience in training and organisation of training courses would be an advantage.
•Experience in training projects would be an advantage.
Specific Professional Experience
•Prior experience of donor-funded TA projects in developing countries, of at least five years.
•Experience in establishment of continuing education systems.
•Prior experience as feeder road engineer on donor-funded TA projects in developing countries would be an advantage.
•Prior experience in RICA (Road Inventory and Condition Assessment), road rehabilitation and maintenance procedures, and master plan development would be an advantage.
Management team member presence required or not for briefing and/or debriefing: Not required.
EC rules applicable to any EC assignment
• Working days are from Monday to Friday, if not indicated otherwise in the ToR
• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc) and it is only paid if the expert stay overnight.
• International travel: the EC only reimburse economy class flight tickets
