The assignment will take place in:

 Amman in Jordan, with field trips to host communities and Zaatari camp (approx. 16 person-days per expert)

 Beirut in Lebanon with field trips (approx. 14 person-days per expert)

 Brussels, Belgium (approx. 5 person-days per expert)

Requirements

  • Missions to Jordan and Lebanon must take place, presence in Brussels is required for kick-off meeting and final debriefing.

Education

  • Minimum: a master degree in education, economics, sociology or other relevant field or equivalent.

Experience

  • Minimum 12 years of relevant experience in the field of higher education and open learning
  • Experience in policy analysis and development, modularization, international recognition, international cooperation and in formulation of cooperation programmes in this field.
  • Knowledge of the EU education (including open learning) policies/related EU level measures and the best practice of the EU Member States in this field.
  • Experience in improving relevance of education systems for employment.
  • Experience in designing cooperation programmes/projects
  • Experience in management and cooperation with partners in the Arab world
  • Relevant experience in the Mediterranean partner countries is highly desirable.

Language skills:

  • Fluency in spoken and written English.

Education

  • The expert has a master degree in economics or other related field or, in equivalence, a first university degree and 3 additional years of relevant experience defined below.

Experience

  • Minimum 6 years of relevant experience in the field of financing higher education and distance education
  • Experience in designing development cooperation programmes as well as action fiches
  • Experience in finance and costing of distance learning programs of distance education programmes.

Language skills:

  • Fluency in spoken and written English.

Profile: Expert 2 “Bridge-builder/facilitator” between other experts and target group and target systems

Requirements

 

  • Missions to Jordan and Lebanon must take place, presence in Brussels is required for kick-off meeting and final debriefing.

Education

  • Having been enrolled in higher education courses in the region (for example Syria) as well as in the European Union.

Experience

  • Minimum of three years first-hand experience in Syrian higher education systems.
  • Practical knowledge of higher education institutions’ rules and regulations and administrative requirements for admitting Syrian students in the target region and in Europe, ideally by having been a student in a refugee situation and by having followed university courses in Europe.
  • Practical first-hand knowledge of different EU Member States’ administrative procedures (student visa, refugee status, asylum) permitting Syrian refugees’ enrolment in their respective higher education institutions.
  • Good knowledge of and ability to operate social media and other communication platforms and websites used by Syrian refugee students to gather, share and disseminate information on education possibilities and visa regulations.
  • Experience with translating texts from English to Arabic and Arabic to English is a selection requirement.

Language skills:

  • Fluency in spoken and written English. Fluency in spoken and written Arabic, and in particular dialects of Arabic that are used and understood by the Syrian refugee populations.

EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
