DESCRIPTION

Requested services

 

The NSG requires services of a qualified service provider to provide support with the conceptualisation of the development of specific strategies and processes with associated tools to mainstream the delivery of quality eLearning in the public sector.

 

The expert shall provide the following services and perform all these tasks in order to meet the objectives of this assignment:

  • The development of a strategy for integrating eLearning in the management and delivery of NSG offerings (i.e. to mainstream eLearning in NSG curriculum processes and practices related to quality assurance, accreditation, and training management and delivery)
  • The development of processes and  associated toolsets for developing and implementing eLearning interventions
  • The development of processes and associated toolsets to monitor and evaluate the quality of eLearning interventions
  • The development of a case study about best practices to support the development, implementation and evaluation in an integrated eLearning delivery model.
  • To develop a diagnostic tool for capacity assessment and development that will allow the following:

o             Diagnostic capacity – capacity of managers to analyse performance strengths and weaknesses in order to identify what capacity development, and specifically learning and development is needed to improve performance.

o             Capacity of managers to specify and plan to achieve learning and development outcomes at individual, unit and organisational level and use this to monitor and evaluate relevance and effectiveness of interventions and their impact on performance.

o             Capacity of supervisors to mentor, coach and support staff in the application of learning or the implementation, consolidation and sustaining of development initiatives.

 

 

Required outputs

 

  • A strategy for mainstreaming eLearning
  • Processes and toolsets for the development and implementation of eLearning
  • Processes and toolsets for the monitoring and evaluation of eLearning
  • Written case study on best eLearning practices, with specific reference to eLearning development, implementation and evaluation
  • Diagnostic tool that will support the NSG with the analysis and understanding of performance gaps that require further training and development support through amongst other e-Learning interventions.
  • Two stakeholder consultation workshops

 

 

Language of the Specific Contract

The language of the contract and assignment will be English.

 

Subcontracting

Sub-contracting is not foreseen as part of this assignment

 

  1. EXPERTS PROFILE

 

A team comprising of one Category 1 expert and one Category 2 expert is required.

 

One Category 1 Education, Training and Development expert with the following profile and expertise is required:

  • A Masters Degree or equivalent in Education, Training and Development.
  • A minimum of 12 years’ general experience related to this assignment
  • In the absence of a Masters Degree, a Bachelors Degree in Education, Training and Development or an equivalent qualification, will be considered with at least 15 years’ experience in the fields listed above
  • Demonstrable knowledge of the South African Higher Education Sector with at least two years’ experience in South Africa
  • Knowledge and experience in facilitating and designing eLearning courses/materials
  • Experience in providing on the job skills development training to the public sector
  • Extensive experience in learning materials design and development for the public sector evidenced by at least 4 courses or programmes designed.
  • An in-depth knowledge of the Education, Training and Development Practitioners (ETDP) environment such as the National Qualifications Framework, other quality assurance procedures as well as outcomes based course development will be advantageous

 

One Category 2 Organisational Development expert with the following profile and expertise is required:

  • A Masters Degree or equivalent in Human Resource Management, Industrial Psychology or equivalent.
  • A minimum of 6 years’ experience of which at least three years should have been dedicated to skills gap analysis
  • In the absence of a Masters degree a Bachelors degree in Human Resource Management, Industrial Psychology or equivalent, will be considered with at least 9 years’ experience in the fields listed above
  • Demonstrable knowledge of developing/using capacity diagnosis tools
  • Experience working in the public sector

 

 

Category 1 expert will be allocated 90 work days

Category 2 expert will be allocated 30 work days

 

Both experts will be required for briefing/inception meeting on 02 June 2014 at the NSG

 

  1. LOCATION AND DURATION

 

The assignment will be executed over a period of 168 calendar days with 90 working days allocated to Category 1 expert and 30 working days allocated to Category 2 expert.

 

Starting period:

The indicative starting date of the assignment is 23 June 2014

Foreseen finishing period:

It is expected that all required deliverables be delivered on or before 14 November 2014

Location of assignment:

The location of the assignment will be Pretoria. Office space will be provided in the National School of Government but the experts need to provide their own laptops.
