Profile: Expert Category III – Research Manager

Requirements        – Category and duration of equivalent experience

An expert category III with at least three (3) years of experience.


– Education

The expert must have a first degree in the fields of education, educational management, labour economics, economics or equivalent. A master’s degree is an advantage; however, relevant experience will be considered as equivalent.


– Experience

o Good organisational and project management skills, including at least 5 years experience in the management of large education-related projects;

o A minimum of 5 years of applied research experience in sector skills planning, industry strategy, national skills planning systems;

o Proven experience of managing large-scale projects on skills development;

o Experience of managing bilateral international projects would be an advantage;

o Good technical knowledge and understanding of the post-school sector in South Africa and the accompanying policy and legislative frameworks;

o Proven experience of working with government, labour unions, SETAs and education institutions;

o Good research, supervisory, report writing, analytical, communication and presentation skills;

o Proven experience on of elaborating research studies and reports on skills planning; and

o The ability to develop and maintain positive relationships with internal and external stakeholders including international stakeholders.

An expert category I with at least twelve (12) years of experience.


– Education

At least a Doctoral degree in one of the following fields: Economics, Education, Labour Economics, Economic Development or equivalent.


– Experience

o Extensive professional and academic publications in skills policy and strategies, labour markets, skills planning and economic development internationally.

o Widespread international experience in providing policy analysis, advocacy, skills research and strategy advice in the fields of education and training,

economic development and skills planning to international agencies and national government departments at senior management levels;

o Broad international experience in working with skills planning systems and national skills development strategies, in particular within Member States of the European Union;

o Demonstrated successful results in developing and facilitating workshops on skills planning mechanisms, labour market analysis and skills development policy;

o Excellent research, management, policy writing, analytical, communication and presentation skills; and

o The ability to develop and maintain positive relationships with internal and external stakeholders including international stakeholders.

EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
