Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

Profile: Expert 1 Team – Leader / Decentralisation Expert

Requirements        Category and duration of equivalent experience

• Category 1 expert with preferably 15 years, but at least 12 years’ relevant experience.

• Proven in depth knowledge and experience in at least four different developing countries.

• Experience in South East Asia and the Philippines is an advantage.

 

Education

• Possess a PhD and Master’s degree in public health or equivalent.

 

Experience

• Possess proven deep understanding of health care systems.

• Possess proven knowledge about health financing.

• Possess proven knowledge and experience regarding the use of the subsidiary principle related to devolvement of responsibilities and functions in the health sector.

• Able to access and interpret government laws and regulations guiding decentralisation to subnational government units with a focus on health

• Knowledge about health insurance systems is an asset.

• Experience in academic research and or lecturing on decentralisation and governance issues related to the health sector.

• Proven knowledge about international best practice, able to compare with other similar countries and bring in knowledge of world-wide innovative approaches and lessons learned regarding devolvement in the health sector.

• Possess good communication and facilitation skills, as well as qualitative interviewing skills.

• Experience in advising at senior decision level of relevant Ministries and Institutions.

• Is author or co-author of more than 20 publications, articles/studies or monographs published preferably in internationally renowned journals, in books, etc, relevant to the assignment and covering different geographical areas.

• The researcher should possess the ability to communicate complex trends and concepts in simple, clear, engaging language, with attractive graphic and mapping images and exhibits.

 

Language skills

• Fluency in English, both written and spoken strengthening in developing countries, specifically Universal Health Care principles

• Proven in depth knowledge and experience in at least four different developing countries.

• Experience in South East Asia and the Philippines is an advantage.

• Possess a PhD and Master’s degree in development economics or equivalent.

Experience

• Longstanding experience with decentralisation processes and public administration reform.

• Experience in advising at senior decision level of relevant Ministries and Institutions.

• Experience in academic research /lecturing in the area of fiscal decentralisation and governance issues.

• Proven knowledge about international best practice in devolvement, able to compare with other similar countries and bring in knowledge of world-wide innovative approaches and lessons learned.

• Is author or co-author of more than 20 publications, articles/studies or monographs published preferably in internationally renowned journals, in books, etc., relevant to the assignment and covering different geographical areas.

• Proven experience with devolved health sector and health service delivery issues.

• Able to access and interpret government budget documents and expenditure reports dealing with central government expenditures as well as with subnational government expenditures.

• Possess good communication and facilitation skills, as well as qualitative interviewing skills.

• The expert should possess the ability to communicate complex trends and concepts in simple, clear, engaging language, with attractive graphic and mapping images and exhibits.

 

Language skills

• Fluency in English, both written and spoken.

EC rules applicable to any EC assignment

• The working days are Monday to Friday, unless otherwise specified in the mandate

• The per diem covers all expenses of the expert (local transport, hotel, meals, Telecom, etc.) and it is paid only if the expert must spend the night there.

• International travel: the EC only reimburse economy class tickets
