DESCRIPTION

Outputs

Output nº 1: Prepared CBA for wastewater collection investment project in the Municipality of Kumanovo

Output nº 2: Prepared Detail Design and Volume 3, Volume 4 and Volume 5 of the tender dossier for works contract for rehabilitation and extension of sewerage network in the Municipality of Kumanovo according to the FIDIC Red book contract conditions

 

The project is to be executed in two phases: Inception and Implementation phase.

 

During the first week of the commencement of project, the Consultant shall carry out all necessary project start-up activities which include organising of a technical meeting in Berovo with attendance by representatives from Municipality of Kumanovo, PCE “Vodovod” – Kumanovo, Ministry of Environment and Physical Planning and Contracting authority, to discuss and confirm the availability of the technical data and documentation and preparation of a Preliminary assessment report which will include all the information together with the analysis.

 

Comments on the submitted outputs will be provided by the Municipality of Kumanovo, PCE “Vodovod” – Kumanovo and Ministry of Environment and Physical Planning within 10 working days. The Framework Contractor shall incorporate the comments provided within 10 working days. The final approval of all the outputs will be done by the Contracting Authority

 

Profile: Expert 1, Team leader / Sewer Network Expert

Duration                150.00 working days

Requirements

Expert 1 shall be responsible for the management of the Project, for cooperation with the Beneficiary, the Contracting Authority and the EUD; for coordination of all activities; for reporting; for quality assurance of all above specified project outputs, for all administrative issues, and answering the related comments. He / she will be included in preparation of Feasibility Study, Detail Design for rehabilitation and extension of sewerage network, and in preparation of Volume 3, Volume 4 and Volume 5 of the tender dossier for works contract for rehabilitation and extension of the sewerage network in the Municipality of Kumanovo.

 

Qualification and skills

  • At least Master’s Degree[1] in environmental sciences, engineering, or University/Bachelor degree and equivalent experience of 3 years above the minimum general professional experience requested below.

 

General professional experience

  • Minimum 12 years of general professional experience in the environment field.

 

Specific professional experience

  • Experience in implementation of minimum 2 projects for preparation of investment projects related to construction of sewerage network approved by the competent authority;
  • Experience in implementation of minimum one (1) project related to preparation of detail design and tender documentation for construction of sewerage network of minimum 20 km.
  • Knowledge and experience with PRAG and FIDIC procedures will be considered as an asset.

 

Language skills and computer literacy

  • Excellent command in English language (reading, writing, listening and speaking)
  • Excellent computer literacy

 

Profile: Expert 2, CBA Expert

Category of expert I

Duration                70.00 working days

Requirements

The Expert 2 will be included in preparation of Feasibility Study, Cost-Benefit Analysis, and in development of Works cost estimates.

 

Qualifications and skills

  • At least Master’s Degree[1] in Economics, Engineering, Environmental Sciences or University/Bachelor degree and equivalent experience of 3 years above the minimum general professional experience requested below.

 

General professional experience

  • Minimum 12 years of general professional experience in the area of economic and financial sector.

 

Specific professional experience

  • Experience in preparation of at least two (2) Cost Benefit Analysis for construction of sewerage network.

 

Language skills and computer literacy

  • Excellent command in English language (reading, writing, listening and speaking)
  • Excellent computer literacy

 

EC rules applicable to any EC assignment

• Working days are from Monday to Friday, if not indicated otherwise in the ToR

• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight.

• International travel: the EC only reimburse economy class flight tickets
