Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

Profile: Expert 1

Category of expert              I

Duration 87.00 working days

 

Requirements        Expert 1: Team Leader, VET sector management expert: senior expert for a minimum of 87 man/days, of which at least 77 will take place in Azerbaijan

 

Qualifications and skills

– University degree at master level in a related field such as education management, economy, political and social sciences, law or 15 years of demonstrated equivalent professional experience in education sector;

– Fluent in written and spoken English (competence at least 2 on a scale of 1 to 5 (1 – excellent; 5 – basic);

– Knowledge of Azerbaijani, Turkish or Russian would be an asset.

 

General professional experience

– Minimum 12 years of professional working experience in the field of education, VET sector preferably, of which not less than 5 years of experience in the VET governance field.

 

Specific professional experience

– Minimum 5 years of experience in policy advice in VET governance working in/with public administration.

– Experience with developing of policy/strategy papers and/or implementation of the reforms in the VET sector management, preferably in Central and Eastern European countries;

– Experience of working in transition countries, ideally under PHARE, CARDS, or TACIS/ENPI and DCI would be an asset.

Requirements        Expert 2: Expert on Quality Assurance in VET sector: senior expert for a minimum of 53 man/days, of which at least 48 will take place in Azerbaijan

 

Qualification and skills

– University degree at master level in a relevant subject such as education management, economy, political and social sciences, law or 15 years of demonstrated equivalent professional experience in education sector;

– Fluent in written and spoken English (competence at least 2 on a scale of 1 to 5 (1 – excellent; 5 – basic));

– Knowledge of Azerbaijani, Turkish or Russian would be an asset.

 

General professional experience

– Minimum 12 years working experience in the field of education, in the VET sector preferably, of which at least 5 years’ experience in the field of quality assurance in the VET sector.

 

Specific professional experience

– Minimum 5 years’ experience working in/with public administration, preferably in the field of quality assurance in the VET sector.

– Experience in advisory services and/or implementing reforms in the VET sector;

– Experience in VET sector quality assurance reforms in transition countries, preferably in Central and Easter European Countries, would be an asset.

Requirements        Expert 3: Expert on Quality Assurance in Higher Education: senior expert for a minimum of 53 man/days, of which at least 48 will take place in Azerbaijan

 

Qualification and skills

– University degree at master level in a relevant subject such as education management, economy, political and social sciences, law or 15 years of demonstrated equivalent professional experience in education sector;

– Fluent in written and spoken English (competence at least 2 on a scale of 1 to 5 (1 – excellent; 5 – basic));

– Knowledge of Azerbaijani, Turkish or Russian would be an asset.

 

General professional experience

– Minimum 12 years working experience in the higher education sector of which at least 5 years’ experience in the field of quality assurance in higher education.

 

Specific professional experience

– Minimum 5 years’ experience working with/in public administration, preferably in the higher education sector;

– Experience in advisory services and/or implementing reforms in quality assurance in the higher education sector in line with the Bologna process in transition countries, preferably in Central and Easter European Countries;

– Experience with the European Association for Quality Assurance in Higher Education (ENQA) or the European Quality Assurance Register for Higher Education (EQAR) would be an asset.

 

 

EC rules applicable to any EC assignment

  • Working days are from Monday to Friday, if not indicated otherwise in the ToR
  • Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc.) and it is only paid if the expert stay overnight.
  • International travel: the EC only reimburse economy class flight tickets
