Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). DESCRIPTION

 

 

  1. DESCRIPTION OF THE ASSIGNMENT

 

Global objective

 

To contribute to livelihoods enhancement, equity and inclusion of people dependent on the informal economy by improving the quality and coherence of EU actions on this area, including Call for Proposals 135181 “Empowerment for better livelihoods, including skills development and vocational and education training (VET), for marginalised and vulnerable persons, and people dependent on the informal economy” (AAP 2013).

 

Specific objective

 

The first purpose is to develop a corpus of research on innovative approaches to livelihood enhancement, equity and inclusion of people dependent on the informal economy

The second purpose is to make use of the outputs of the research on projects selected through call for proposals in order to provide them with a support facility

Qualifications Required

Master’s degree in an area of human sciences or economics or equivalent

 

Key expert 1: Team Leader

Working days: Indicative number of min 500 days

 

The TL shall report to the ESIP Team in Brussels on a periodic manner and shall have ad hoc meetings in Brussels periodically (each 4 months approximately) to coordinate with the ESIP Team. He/She will act as a single contact point during the entire contract.

 

Professional Experience Required

General professional experience

  • At least 10 years working experience in development projects/programmes preparation, implementation or monitoring. The TL has to demonstrate a proven experience as team leader in various projects with CSOs, with proven experience in the monitoring or evaluation of projects.

Specific professional experience

  • At least 5 years working experience in the human development sector in developing countries. The TL has to demonstrate experience in the preparation/implementation/evaluation of different components of projects in relation with informal economy, employment, social protection …
  • It would be a strong advantage if the TL has knowledge of EC procedures (DCI, call for proposals, contract and finance guidelines, tender evaluation, etc).
  • Working knowledge of English and French is essential. Knowledge of other languages of the CfP is desirable (PT or ES). Language skills may be verified during the evaluation process.
  • No translation fees for EN and FR will be funded by the Contracting Authority under this contract, therefore it is essential that the TL can read and write both in EN and FR.

Key expert 2: Research expert

Working days: Indicative number of 300 days.

 

Qualifications:

  • Demonstrated research capacity at senior level, with a minimum requirement of a PHD in an area of human sciences or economics or equivalent (a development focus of the PHD will be considered an asset)

General professional experience:

  • At least 10 years of professional experience in research dealing with development studies/poverty/livelihoods improvement in the informal economy in developing countries.

Specific professional experience:

  • At least 5 years working experience as researcher in an academic institution or Research centre or equivalent with participation in discussing in international high level fora about the challenges of the informal economy in developing countries.
  • responsible in research tasks, related to background knowledge on the dynamics and causes of the informal economy and the identification of policies and interventions aiming at promoting enhanced livelihoods of people dependent on the informal economy and social inclusion of marginalised people and groups in accordance with the first component described under section
  • Working knowledge of English and French is essential. Knowledge of other languages of the CfP is an advantage (PT or ES).
