Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

 

DESCRIPTION

 

Global objective:

To improve quality and effectiveness of Ukraine public administration, as well as its capacity to implement the EU-Ukraine Association Agreement.

Specific objective(s)

Main specific objectives are as follows:

– Assist the Government of Ukraine in designing and implementing reform of civil service and of administrative legal framework;

– To ensure alignment of Ukraine’s approaches to modernization of civil service and administrative legal framework with European principles of public administration and best practices of the EU Member States.

Requirements

Qualifications and skills:

– Master degree in a field related to the assignment (law, public administration, management, economy) or equivalent professional experience (7 years experience in public sector);

– Excellent English communication skills, both spoken and written;

– Good command of Ukranian or Russian.

General professional experience:

– A minimum of 12 years experience in civil service or public sector following the award of the above required Master degree.

Specific professional experience:

– At least 8 years of specific and practical experience (following the award of the above required Master degree) in the fields related to the assignment (HR management in civil service and civil service reform).

– At part of 8 years of experience required above, at least 3 years of experience at senior level in the EU Member State’s administration or in the administration of an accession country in the fields related to the assignment (HR management in civil service and civil service reform).

– practical experience in the area of civil service reform at strategic level.

  • experience in drafting 1 implementing civil service reform, including drafting service reform legal, policy (conceptual) and methodological documents.
  • experience of preparing policy and legal assessments, comparative analysis in the area of civil service reform.
  • experience in facilitating policy dialogue in the area of civil service reform.
  • experience in providing training to civil servants.
  • knowledge of European principles of public administration with a patiicular focus on civil service.
  • knowledge of the Ukrainian legislation in the area of civil service and service in local self-government bodies would be an asset.
  • understanding of practical approaches to adaptation the Ukrainian legislation to the European principles.
  • strong presentational and analytical skiIls.
  • Ability to communicate and to address a range of issues in the context of political developments and local conditions.

Requirements

General Professional Experience:

  • A minimum of 12 years experience in civil service or public sector following the award of the above required Master degree;

 Specific Professional Experience:

  • At least 8 years of specific and practical experience (following the award of the above required Master degree) in the fields related to the assignment: reform of administrative legal framework (administrative procedures, improvement of public services and introduction of e-governance approaches);
  • As part of 8 years of experience required above, at least 3 years of experience at senior level in the EU Member State’s administration or in the administration of an accession country in the fields related to the assignment: reform of administrative legal framework (administrative procedures, improvement of public services and introduction of e-governance approaches);
  • practical experience in the area of administrative legal framework (administrative on procedures, administrative services and e-governance) at strategy level.
  • experience in drafting / implementing reforms of administrative legal framework, legal including drafting legal, policy (conceptual) and methodological documents.
  • experience in designing implementing innovative approaches to public service and delivery (Single Administrative Office, E-governance, etc).
  • experience of preparing policy and legal assessments, comparative analysis in the area of administrative legal framework, e-government.
  • experience in facilitating policy dialogue in the area of administrative legal.
  • experience in providing training to civil servants.
  • knowledge of European principles of public administration with a particular focus on administrative procedures, public service delivery and e-govelance.
  • knowledge of the Ukrainian legislation in the area of administrative procedures administrative service.
  • understanding of practical approaches to adaptation the Ukrainian legislation to the strong presentational and analytical skills.
  • Ability to communicate and to address a range of issues in the context of political developments and local conditions.

EC rules applicable to any EC assignment

  • The working days are Monday to Friday, unless otherwise specified in the mandate
  • The per diem covers all expenses of the expert (local transport, hotel, meals, Telecom, etc.) and it is paid only if the expert must spend the night there.
  • International travel: the EC only reimburse economy class tickets
