Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

 

DESCRIPTION

 

Background

 

Lesotho’s National Strategic Development Plan (NSDP) 2012/13 to 2016/17 is premised on its Vision 2020. The NSDP covers five broad clusters: “Accelerated, Shared and Sustainable Economic Growth”, “Human Development and Social protection”, “Good Governance”, “Environment and Climate Change” and “Cross cutting issues”: integration of population, gender, youth and others. The Plan provides strategic direction to Government and is the basis for resource allocation and budgeting decisions. The Government attaches great importance to the establishment and implementation of an effective National Monitoring and Evaluation System for achievement of the NSDP objectives in the next five years, 2012/13 to 1026/17.

Environment, natural resources and climate change are included in the NSDP. The Government is drafting The Environment, Natural Resources and Climate Change Draft Chapter to be included in the Public Service Investment Plan attached to the NSDP, addressing and integrating environment and climate issues into development.

 

Objectives

 

The overall objective of the general budget support programme of which this contract will be a part is to contribute to Lesotho’s efforts to poverty alleviation and sustainable development.

Policy formulation;

Preparation of implementation strategies and action plans;

Strengthened capacity.

 

 

Expert 1

Position Energy Expert

minimum 250 working days

 

Qualification

 

  • A university degree in Energy/Electrical Engineering/Energy Management and Planning or equivalent domains;
  • Fluency in written and spoken English

 

Required experience

 

General professional experience

  • Minimum of 10 years of relevant professional experience required;
  • Experience within the public and/or civic sectors;
  • Conceptual and analytical skills on public policy and public administration;
  • Excellent communication (verbal and written) skills, including ability to prepare reports and conduct presentations with high level stakeholders;
  • Excellent interpersonal skills, ability to perform efficiently under pressure and tight deadlines;

 

Specific professional experience

  • At least 7 years’ experience in Energy Planning and Policy Development of which at least the last 3 years in developing countries. Specific experience in the SADC region will be an advantage
  • Experience around the management/implementation of professional development would be advantageous;
  • An understanding of monitoring and evaluation frameworks would be an asset.

 

 

 

Expert 2

Position: Climate Change Expert

minimum 250 working days

 

Qualification

 

  • A university degree in a field related to the to this assignment, such as, Environmental Science, Economic Planning /Policy Development or equivalent domains;
  • Fluency in written and spoken English

 

Required experience

 

General professional experience

  • Minimum of 10 years of relevant professional experience required;
  • Experience within the public and/or civic sectors;
  • Conceptual and analytical skills on public policy and public administration;
  • Excellent communication (verbal and written) skills, including ability to prepare reports and conduct presentations with high level stakeholders;
  • Excellent interpersonal skills, ability to perform efficiently under pressure and tight deadlines;
