DESCRIPTION

 

Location: Jamaica

Description

The project is currently at the bidding phase and we are looking for one Key Expert who would be interested in the implementation and possesses all qualifications and skills required for the positions. The intended starting date is 17 November 2014. The total duration of the assignment is 258 working days over the period of 24 months.

Global objective: to empower residents of volatile communities to achieve their fullest potentials and contribute to the attainment of a secure, cohesive and just Jamaican society

Specific objective: to contribute to the inclusive growth and equitable development by fostering economic wellbeing and enhanced quality of life for residents of volatile communities. The TAT will be expected to assist in the management of the PM Unit of Jamaica and support the coordination of all major tasks required for the successful implementation of the Poverty Reduction Programme (PRP), among others.

 

REQUIREMENTS OF THE POSITIONS

Category I: Social Development Specialist/Technical Advisor, 258 days to be spent in Jamaica

The Development Specialist will work in close collaboration with the PRP Programme Manager in the preparation and implementation of all activities, including the coordination of the activities of the infrastructure component which falls under the scope of the Civil Engineer (Cat. II expert).

 

Qualifications and skills:

At least a Masters’ Degree in Development Studies, Management, International Relations, Economics and other relevant area; or in the absence of MA degree equivalent professional experience

Proficiency in the use of PM software (MS Project or equivalent), Internet, MS Office Suite or software for word processing, spread sheet, presentation tools, etc. is required

Excellent written and verbal command of the English language is required

 

General professional experience:

With MA degree: min. 12 years of experience in the management of projects, incl. min 5 years of experience in developing countries

Without MA degree: min. 14 years of experience in the management of projects, incl. min 7 years of experience in developing countries

Experience in developing and implementing communication policies within development programmes

Familiarity with participatory approached, which engage primary stakeholders fully throughout the project cycle process, is preferred

Experience in English speaking Caribbean would be an advantage

 

Specific professional experience:

Min. 3 years in the last 10 years in the direct management and implementation of projects financed by the European Commission under EU Budget or EDF financing

Min. 3 years in the last 10 years in the management of community based projects in volatile and vulnerable communities

Experience in data analysis accompanied by strategic recommendations is a distinct advantage

Experience in project monitoring and evaluation is a distinct advantage

Excellent report writing skills

 

Key expert II: Engineer (Category II)

 

Qualifications and skills:

At least a Masters’ Degree in Civil Engineering (M. Eng. Diploma, Ing. M.Sc. or equivalent)

Preferably a recognised chartered member of his/her respective professional body/order or possess an equivalent professional certification issued by his/her respective professional body/order in his usual place of residence or practice.

Excellent written and verbal command of the English language is required

Proficiency in the use of computer aided design software application such as AutoCard, ArchiCad, or equivalent is required

Proficiency in the use of PM software (MS Project or equivalent), Internet, MS Office Suite or software for word processing, spread sheet, presentation tools, etc. is required

 

General professional experience:

With MA degree: min. 6 years of relevant professional post-graduate experience in Civil/Construction Engineering.

Without MA degree: min. 8 years of experience in the in Civil/Construction Engineering.

 

Specific professional experience:

Min. 2 years relevant professional experience in the design of civil and / or structural works or buildings

Min. 3 years relevant professional experience in the supervision of construction and / or renovation works of buildings and / or roads or water or sewage systems

Experience in drafting ToR for design and supervision of works contracts, technical specifications and bill of quantities for buildings construction/renovation works is considered as advantage

Experience in the implementation of EU funded projects and in accordance with EU/EDF conditions of contract is required
