Support to the EU – CA Water and Environmental Platform, Phase II

Location Central Asia – Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan, Turkmenistan and Republic of Uzbekistan. The permanent location of the Project Office is Astana, Kazakhstan. The activities of the project will be implemented in the Central Asian Countries and in the EU/pre-accession countries, if appropriately justified

Restrictions: In case consultants are short listed, they must be able to provide documentary evidence for educational and professional items in their CVs (copies of diplomas, copies of employers’ reference letters, etc.). Documents those are not available in English have to be accompanied by a faithful translation. This is mandatory requirement for Europe Aid tenders.

Support to the EU – CA Water and Environmental Platform, Phase II 






The overall objective of the project of which this contract will be a part is as follows:

To promote the stable and peaceful sustainable development of Central Asia countries and to facilitate closer regional cooperation both within Central Asia and between Central Asia and the EU.





The purposes of this contract are as follows:

As a follow-up to the type of activities carried out under the EU funded project WECOOP, to further develop and ensure effectiveness and visibility of the EU-Central Asia Water and Environment dialogue and cooperation, in particular through the EU-CA Water and Environment platform, aimed at improved policies, increased capacities and enhanced regional cooperation, both between the EU and Central Asia and within Central Asian region.


The results which must be achieved are:

–                      Result 1: Enhanced regional dialogue between EU and Central Asia countries and strengthened coordination capacities on environment and water, in particular through the Environment and Water Cooperation Platform;

–                      Result 2: Policy making and implementation on water/environment issues in CA responds more adequately to existing challenges and increasingly incorporates international best practices

–                      Result 3: Communication/mapping/analysis/networking as well as visibility of the EU support is enhanced




Key expert 1: Team Leader – Minimum of 600 working days


Qualifications and skills

  • A University Degree and preferably post-graduate or professional qualification in one or more of the following, or equivalent: biology or earth sciences, engineering, environmental sciences or management, public administration, institutional development, international relations, law;
  • Excellent presentation skills;
  • English is essential; Russian will be an important advantage.

General professional experience

  • Minimum 10 year professional experience;
  • Minimum 5years of experience in institutional and policy development and/or in projects facilitating reform processes in an international cooperation context, preferably in an inter-institutional context;
  • Minimum of 3 year experience in the EU-funded policy advice and/or technical assistance projects;
  • Working experience in CIS countries an advantage.

Specific professional experience

  • Minimum 10 years of experience in one or several of the following fields or equivalent: sustainable development; environmental governance, climate change; integrated environmental and water management; sustainable energy, greening economy etc. Reference letters would be welcomed;
  • Minimum 5 years of experience in a Team Leader type position, preferably in multi-cultural teams;
  • Experience in organising and facilitating high-level meetings and thematic working groups is required; experience in organising regional/international environmental-related events will be an advantage;
  • Experience on EU environmental and water processes

Key expert 2: Environment Governance and Climate Change Capacity Development – minimum of 300 working days


Qualifications and skills

  • A University Degree and preferably post-graduate or professional qualification in one or more of the following, or equivalent: environmental law, environmental management, public administration, or any relevant subject area;
  • Excellent presentation skills;
  • Knowledge of English is essential, Russian will be an advantage.


General professional experience


  • Minimum of 10 years of professional experience;
  • Minimum of 7 years of experience in the area of institutional capacity-building in the environmental sector;
  • Working experience with at least two reference projects related to regional / trans-boundary cooperation in the environmental sector, preferably in EECCA region.


Specific professional experience


  • At least 3 years of experience on climate change issues;
  • Proven experience in designing and delivering training is required;
  • Experience in UNFCCC negotiation processes and the introduction of national obligations and international conventions will be an advantage;
  • Knowledge of environmental legislation in NIS or EU accession countries will be an advantage.
