Expert 1: Programming and EU Procurement Expert – Team Leader

Category of expert I

Requirements

 

Education

  • At least Master’s degree in economics/education/development/political science/ public policy and administration/law or any other subject relevant and closely related to the assignment.

 

Experience and skills

  • At least 12 years of professional experience in international development cooperation, including substantial experience in Technical Vocational Education and Training (TVET);
  • Substantive professional experience in EU development cooperation mechanisms, including EU procedures related to the management of funds (PRAG, Programme Estimates, etc.);
  • Extensive professional experience in project management;
  • Specific professional experience in the preparation of procurement documents in the TVET sector (Terms of References for services, technical annexes for supplies and works), evaluation of the related offers, as well as in developing guidelines for calls for proposal, carrying out evaluation of grant proposals and preparing grant contracts;
  • Solid professional experience in carrying out financial analysis of projects/programmes and cost analysis / cost assessment of activities in the development context;
  • Specific experience in the field of TVET, employment, labour intermediation is the MENA region is highly desirable;
  • Familiarity with cross-cutting themes, such as youth, governance, women empowerment, environment and tourism is highly desirable;
  • Specific experience of managing mixed/multicultural teams of technical specialists;
  • Expertise in training, coaching and capacity building;
  • Excellent communication, facilitation and reporting skills.

 

The Team Leader will be responsible for coordinating the overall assignment and organising the team for the duration of the assignment. He/she will be in charge of the revision and final production of all the deliverables, and will ensure the quality and timely delivery of all outputs.

 

Language skills

  • Excellent command of English language, both written and spoken.
  • Knowledge of Arabic would be a strong asset.

 

 

Expert 2: TVET Specialist (focus: TVET policy reform)

Requirements

 

Education

  • At least Master’s degree in economics/education /development or any other subject relevant and closely related to the assignment.

 

Experience and skills

  • At least 12 years of professional experience in the field of technical education and vocational training and employment in international cooperation with a special focus on TVET policy reform;
  • Proven record of work experience in TVET policy development and implementation, planning and monitoring in the development context;
  • Extensive knowledge and solid professional experience in TVET sub-sector analysis, reform, management as well as in analysis and measures to strengthen the link between TVET and the labour market/employment opportunities and to promote involvement of the private sector;
  • Extensive professional experience in National (Regional) Qualification Frameworks (NQFs), and Prior learning Recognition (PLR);
  • In-depth knowledge and understanding of the Egyptian context, in particular the current socio-economic situation, political and institutional framework;
  • Solid knowledge of the structure and/or characteristics of the labour force, labour market settings and management in Egypt;
  • Extensive experience in working with local authorities, the private sector and civil society actors;
  • Proven record of experience with EU procedures for EU funded projects would be highly desirable;
  • Excellent reporting skills.

Expert 3: TVET Specialist (focus: needs assessment of technical equipment and elaboration of technical specifications)

Education

  • At least Master’s degree in economics/education /development/engineering or any other subject relevant and closely related to the assignment.

 

Experience and skills

  • At least 12 years of relevant professional experience in the field of technical education and vocational training in international cooperation with a special focus on needs assessment of technical equipment and elaboration of technical specifications;
  • Proven record of substantive professional experience in carrying out assessment of existing technical equipment in the TVET sector in the development context;
  • Experience in identify the equipment needs in the different TVET learning environments in order to support the implementation of updated curricula and meet the labour market needs in economic sectors in Egypt;
  • Extensive experience in technical needs identification and drafting technical specifications for TVET related equipment;
  • In-depth knowledge and understanding of the Egyptian context, in particular the current situation socio-economic context, political and institutional framework;
  • Solid knowledge of the structure and characteristics of the labour force, labour market settings/management in Egypt;
  • Experience in working with local authorities, private sector and civil society actors in Egypt;
  • Familiarity with cross-cutting themes, such as: youth, governance, women empowerment, environment and tourism is highly desirable;
  • Knowledge and experience with EU procedures for EU funded projects is highly desirable;
  • Excellent reporting skills.

Expert 4: M&E Specialist

Requirements

 

Education

  • At least Master’s degree in social science/statistics/economics/ /development or any other subject relevant and closely related to the assignment.
  • Qualification(s) / Post-graduate specialisation in M&E would be a strong asset.

 

Experience

  • At least 6 years of professional experience in the design and management of M&E systems in development projects/programmes funded by international / national donors;
  • Proven experience with logical framework approach and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), planning and implementation of M&E systems,
  • Substantial experience in designing tools/templates and strategies for data collection and production of reports as well as expertise in analysing data using statistical software (e.g. SPSS, STATA or similar);
  • Experience in using planning, monitoring and evaluation tools in projects and programmes in the field of technical education and vocational training, employment, labour intermediation;
  • Good relevant professional experience in preparation or revision of programmes related with EU and/or other international funded projects/programmes;
  • Experience with the integration of cross-cutting themes, such as youth, governance, women empowerment, environment and tourism in the M&E framework;
  • Specific experience in the field of TVET, employment, labour intermediation is the MENA region is highly desirable;
  • Strong training & facilitation skills to facilitate learning-oriented analysis sessions of M&E data with multiple stakeholders, information/data analysis and report writing;
  • Excellent reporting skills.

 

Language skills

  • Excellent command of English, both written and spoken.
  • Knowledge of Arabic would be a strong asset.

 

EC rules applicable to any EC assignment

  • Working days are from Monday to Friday, if not indicated otherwise in the ToR
  • Per diem covers all expenses of the expert (local transport, hotel, meals, telecom, etc) and it is only paid if the expert stay overnight.
  • International travel: the EC only reimburse economy class flight tickets
