DESCRIPTION

Senior Expert 1: Team Leader, Architect Heritage

 

Main tasks:

The team leader is the main interlocutor of the ASSETS Program Manager. It ensures the mobilization of ad hoc expertise and overall coordination of all team activities in site analysis and design work. It reports to the client on the progress in the implementation of the market, the difficulties encountered and the solutions proposed. It implements the decisions approved by the organs of project management and leads the team of the provider. In Phase 2 for completion of work, he assumed the role of prime contractor and the provider is on site. It is responsible for producing reports on the implementation of the project, the quality of deliverables and good workmanship.

 

Qualifications and skills:

Qualified architect monuments and sites, including a degree of higher education corresponding to at least five years of graduate studies in architecture (architecture or engineering) and a specialized master’s level 2 in the conservation and restoration of architectural and archaeological heritage.

– Excellent coordination and facilitation of multinational and multidisciplinary teams.

– Excellent communication skills and writing (reports, technical documents, etc.).

– Good knowledge of computer office tools and project management.

– Good knowledge of planning tools and graphic design.

– Very good command of the French language in oral and written.

– Ability to manage the uncertainty and conflict in a complex environment.

– Knowledge of procedures of the European Commission, including works, is an asset.

 

General professional experience:

– 12 years of proven experience in the general field of conservation and restoration of monuments and historical sites; 3 years’ experience in international projects outside the country of residence is an asset.

 

Specific professional experience:

– Proven experience in the implementation of at least 3 complex projects of analysis, diagnosis and design work for the conservation and restoration of monuments and historical sites in the past 3 years from the date of submission of the Experiment offer (projects have been started or closed).

– Proven track in at least 2 complex conservation projects and restoration of buildings and historical sites, including structural consolidation work in the past 3 years from the date of submission of the tender experience (projects started or have been closed).

– Previous experience working in the Algerian context or in the South neighborhood will be considered an asset.

 

Senior Expert 2: Civil Engineer

 

Main tasks:

The civil engineer intervenes to help especially in the analysis and diagnosis of the state of conservation of materials and architectural and archaeological structures as well as in the design of stabilization works for the two pilot sites. It will also be applied in monitoring the execution of works of structural stabilization in the implementation phase of the work.

 

Qualifications and skills:

– Holder of a degree in higher education corresponding to at least five years graduate in civil engineering with a specialization and / or proven experience in the field of stabilization historical and archaeological structures.

– Excellent interpersonal skills and work in multinational and multidisciplinary teams.

– Excellent communication skills and writing (reports, technical documents, etc.).

– Good knowledge of computer office tools and project management.

– Good knowledge of planning tools and graphic design.

– Very good command of the French language in oral and written.

– Ability to manage the uncertainty and conflict in a complex environment.

– Knowledge of procedures of the European Commission, including works, is an asset.

 

General professional experience:

– 12 years of proven experience in the general field of conservation and consolidation of historic structures classified; 3 years’ experience in international projects is an asset.

 

Specific professional experience:

– Proven experience in the implementation of at least 3 complex projects for analysis, diagnosis, design and / or monitoring of stabilization work architectural and archaeological structures classified in the last 3 years from the date of submission of Experience supply (projects have been started or closed).

– Previous experience working in the Algerian context or in the South neighborhood will be considered an asset.

 

Senior Expert 3: Archaeologist

 

Main tasks:

The Archaeologist intervenes in historical research and archaeological excavations of the two components in the market. He will participate in particular in the analysis and design of structures for both sites, but also in monitoring the construction phase, particularly in Component B (for Imedghassen Tomb).

 

Qualifications and skills:

– Holder of a degree in higher education corresponding to at least five years of graduate studies in the fields of archeology and / or the conservation, management and enhancement of archaeological sites.

– Excellent interpersonal skills and work in multinational and multidisciplinary teams.

– Excellent communication skills and writing (reports, technical documents, etc.).

– Good knowledge of computer office tools and project management.

– Project planning tools and graphic design.

– Very good command of the French language in oral and written.

– Ability to manage the uncertainty and conflict in a complex world.

– Knowledge of procedures of the European Commission, including works, is an asset.

 

General professional experience:

– 10 years of proven experience in general conservation projects and development of classified archaeological sites; experience of at least 3 years in international projects is an asset.

 

Specific professional experience:

– At least two proven experience in research of preventive archeology as part of a multidisciplinary team to design and monitor the work of conservation, restoration and development over the past 3 years from the date of submission offer (projects have been started or closed).

– Previous experience working in the Algerian context or in the South neighborhood will be considered an asset.

 

 

Community rules applicable to any EC assignment

  • Weekdays are Monday to Friday, unless otherwise stated in the warrant
  • Per diem covers all expenses of the expert (local transport, hotel, meals, Telecom, etc.) and it is paid only if the expert overnight.
  • International travel: the EC only reimburse economy class tickets
