GENERAL OBJECTIVE / OBJECTIVE GENERAL:

Global objective of this assignment is to contribute to developing a comprehensive and co-ordinated framework in Egypt for SME support by assisting the EU Delegation and the Ministry of Industry, Trade and SMEs (the Ministry) as well as the Ministry of International Co-operation (as the coordinating Ministry for EU assistance to Egypt) – and their respective stakeholders – in the formulation of a new support initiative in the field of business environment and entrepreneurship.

PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:

Specific objective for this assignment is to a) assist the Ministry and the EU Delegation in formulating a project proposal (Action Document with all relevant annexes) in the field of business environment and entrepreneurship to support the internal decision making process for allocating funding for the initiative in 2015; as well as to b) support the parties in ensuring early implementation of the new initiative by providing assistance in drafting documentation required for commencing project implementation.

QUALIFICATION

3.1 This assignment will require three categories I experts and two category II experts with the profile and indicative number of working days described below. The assignment will take place in two missions.

A. Team leader – category I (indicative allocation of 50 working days)

Education qualifications:

–              Masters level Degree in economics, law, business administration or other relevant discipline; or in case of a Bachelor’s degree, an additional 3 years of relevant professional experience.

Professional experience:

–              Proven record of at least 12 years of professional experience in private sector/SME development related fields (at least 15 in case of a Bachelor’s university degree).

–              Proven record of at least 6 years of professional experience in team leader/manager positions (can be part and partial of the above 12 years);

–              Proven record of at least 6 years of work in donor funded programmes (can be part and partial of the above 12 years);

–              Proven record of work in formulation of donor funded programme; including logframes, budgets etc is required;

–              Prior experience with drafting of programme documents for a development agency is required and experience with EU procedures is an asset;

–              Demonstrated knowledge of EU SME policy environment, such as the Small Business Act and the Euro-Mediterranean Charter for Enterprises is a strong asset.

Specific skills:

–              Good communication skills in English both orally as well as in writing are required.

–              Good interpersonal and team working skills are required.

B. Regulatory reform expert – category I (indicative allocation of 30 working days)

Education qualifications:

–              A Masters level degree in management, public administration, law, economics, or equivalent; in place of the said degree, a Bachelor’s degree with additional relevant work experience of 3 years in the same fields may be accepted.

Professional experience:

–              Proven record of at least 12 years of professional experience in the field of regulatory reform initiatives linked to private sector/SME development related fields (at least 15 in case of a lower university degree).

–              Proven record of at least 6 years of work in donor funded programmes (can be part and partial of the above 12 years);

–              Prior experience with drafting of programme documents for a development agency and in particular experience with EU procedures is a strong asset;

–              Demonstrated knowledge of EU SME policy environment, such as the Small Business Act, the REFIT programme and the Euro-Mediterranean Charter for Enterprises is a strong asset.

Specific skills:

–              Good communication skills in English both orally as well as in writing are required.

–              Knowledge of Arabic is considered an asset.

–              Good interpersonal and team working skills are required.

C. “Access to finance” expert – category I (indicative allocation of 30 working days)

Education qualifications:

–              A Masters level degree in management, public administration, law, economics, or equivalent; in place of the said degree, a Bachelor’s level degree with additional relevant work experience of 3 years in the same fields may be accepted.

Professional experience:

–              Proven record of at least 12 years of professional experience in the field of banking and/or microfinance (at least 15 in case of a Bachelor’s university degree).

–              Proven record of at least 6 years of work in donor funded programmes (can be part and partial of the above 12 years);

–              Experience in applying “market development/making markets work for the poor” approach to SME development is a strong asset.

–              Prior experience with drafting of programme documents for a development agency and in particular experience with EU procedures is a strong asset;

–              Demonstrated knowledge of EU SME policy environment/Small Business Act and the EuroMediterranean Charter for Enterprises is a strong asset.

Specific skills:

–              Good communication skills in English both orally as well as in writing are required.

–              Knowledge of Arabic is considered an asset.

–              Good interpersonal and team working skills are required.

D. “BDS/entrepreneurship” expert – category II (indicative allocation of 30 working days)

Education qualifications:

–              A Masters level degree in management, public administration, law, economics, or equivalent; in place of the said degree, a Bachelor’s degree with additional relevant work experience of 3 years in the same fields may be accepted.

Professional experience:

–              Proven record of at least 6 years of professional experience in the field of technical advisory services, business development services for private sector/SME development (at least 9 in case of a Bachelor’s university degree).

–              Proven record of at least 4 years of work in donor funded programmes (can be part and partial of the above 6 years);

–              Experience in applying “market development/making markets work for the poor” approach to SME development is a strong asset.

–              Prior experience with drafting of programme documents for a development agency and in particular experience with EU procedures is a strong asset;

–              Demonstrated knowledge of EU SME policy environment such as the Small Business Act and the Euro-Mediterranean Charter for Enterprises is a strong asset.

Specific skills:

–              Good communication skills in English both orally as well as in writing are required.

–              Knowledge of Arabic is considered an asset.

–              Good interpersonal and team working skills are required.

E. PCM and Monitoring expert – category II (indicative allocation of 30 working days)

Education qualifications:

–              A Masters level degree in management, public administration, law, economics, or equivalent; in place of the said degree, a Bachelor’s level degree with additional relevant work experience of 3 years in the same fields may be accepted.

Professional experience:

–              Proven record of at least 6 years of professional experience in the field of programme management; monitoring; evaluation (at least 9 in case of a Bachelor’s university degree).

–              Proven record of at least 4 years of work in donor funded programmes (can be part and partial of the above 6 years);

–              Proven record of work in formulation of donor funded programme; incl logframes, budgets etc is essential;

–              Prior experience with drafting of programme documents for a development agency and in particular experience with EU procedures is a strong asset;

–              Experience in applying “market development/making markets work for the poor” approach to SME development is a strong asset.

–              Demonstrated knowledge of EU SME policy environment such as the Small Business Act and the Euro-Mediterranean Charter for Enterprises is a strong asset.

Specific skills:

–              Good communication skills in English both orally as well as in writing are required.

–              Knowledge of Arabic is considered an asset.

–              Good interpersonal and team working skills are required.

Management team member presence is not required for briefing and/or debriefing meetings in Cairo.
