|
Project Description: The overall objective of the project is to contribute to enhance the capacity of the Government of Lebanon and the Lebanese Social Partners and Civil Society to be promoters of social dialogue in order to strengthen social protection and improve and enforce labour legislation.
The purpose of the project is to increase the capacities of the MoL and Tripartite Social Partners to be promoters of Social Dialogue.
Results to be achieved:
Result 1: Operational and legal framework for social dialogue developed Result 2: Institutional and technical capacity of the Ministry of Labour and its tripartite social partners reinforced to promote social dialogue Result 3: Tripartite social dialogue and collective bargaining promoted at national level

Position: Key Expert 1 – Team Leader / Senior Public Administration Expert Duration of the assignment: min. 420 working days over 24 months
Requirements Qualifications and skills: – At least Master degree in Public Administration, Economics, Social Sciences, Law, or equivalent – Strong analytical skills, excellent team leader skills, strong interpersonal and communication skills – Excellent written and oral communication skills in English; knowledge of Arabic and/or French is an asset
General Professional Experience: – At least 15 years of general professional experience in relevant contexts such as but not limited to, working on a relevant social protection field (e.g. pensions, social assistance, health insurance, etc.), institutional development, working with sectors of public administration, and other fields related to the activities described in the ToR – At least one demonstrated experience in social dialogue reform issues including the process of organisational change and development in State institutions and/or professional service organisations
Specific professional experience: – A minimum of 10 years’ professional experience in providing policy advice and capacity building (including facilitating peer-to peer exchanges among civil servants) on social protection and/or relevant contexts – Minimum 7 years of experience in training programmes delivery, technical advisory, and/or supervisory functions in public administrations on a scope and activities related to those required in the ToR – At least 5 years of experience in managing and implementing projects with public administrations namely those involved in tripartism dialogue ( social dialogue development) funded by international donors. Experience in public sector projects financed by the European Union is an asset – Familiarity with the process of organisational change and development, within the context of social dialogue reform, including service delivery, logistic management, financial management, business process improvements in State institutions or professional service organisations – Work experience in ENPI countries in the area of social dialogue is an asset
Position: Key Expert 2 – Training & Communication Expert Duration of the assignment: min. 260 working days over 24 months
Requirements Qualifications and skills: – At least Master degree in Public Administration, Communication Economics, Social Sciences, Human Resources Management , Sociology, or equivalent – Excellent written and oral communication skills in English and Arabic. Knowledge of French is an asset – Excellent communication skills
General Professional Experience: – At least 10 years of relevant experience working in relevant contexts, in particular on the design and implementation of training programmes, preferably in the area of social dialogue, social protection reform issues, public administration reform and/or social public policies – Knowledge of overseas development assistance policies of major development partners, the European Union in particular
– Minimum 5 year Specific Professional Experience:s of experience in advisory and training needs assessment, design, management, monitoring and implementing functions in scope and activities related to those required in the ToR – Minimum 2 years’ experience in designing and delivering institutional training in the area of social dialogue namely in relation to coaching and mentoring staff, particularly with senior level managers – Familiarity in preparing and conducting information activities (seminars, forum, conferences … etc.)
Position: Key Expert 3 – Senior Legal and Institutional Expert Duration of the assignment: min 210 working days over 24 months
Requirements Qualifications and skills: – At least Master degree in Law, social policy, public administration or equivalent – Excellent command of Arabic, and English or French
General Professional Experience: – Minimum 10 years of professional experience in the area of social protection or relevant contexts, in particular on legal and institutional development acquired in management positions within public administrations (preferably in social Dialogue policy and advisory) – Knowledge base in government institutions on critical labour issues and independent organizations of workers and employers, and an adequate legal and institutional framework for social dialogue – Experience in working with a diverse range of stakeholders in the relevant field is an asset, including liaising with high level government officials and in multi-cultural contexts
Specific Professional Experience: – Minimum 5 years or over experience in the design of public laws and regulations in the fields of public administration and/or labour laws – Familiar with public consultation in policy making process – Previous experience of similar scope in the ENPI region is an asset |
